We are recruiting an experienced Senior Completions Engineer / Completions Lead to own the construction‑to‑commissioning handover process on the Highview Power (HVP) Liquid Air Energy Storage project at Carrington.

Key Responsibilities

  • Leadership & Line Management
    • Lead and line‑manage the Mechanical & Piping Completions Engineer and the E&I Completions Engineer – setting priorities, allocating systems, reviewing output, and developing both team members.
    • Own the completions strategy for the project and the rolling 4‑week completions look‑ahead.
    • Chair the weekly Completions Coordination meeting with Construction, QA/QC, Commissioning and the Client.
    • Represent Completions at the Project Leadership Team, Interface Management and Construction Review meetings.
    • Set and maintain the standard of work across both discipline streams – consistency of ITRs, STPs, walkdown packs and reporting.
  • Commissioning Interface
    • Act as the primary interface between Construction and Commissioning, working daily with the Commissioning Manager and Highview Power’s commissioning team.
    • Align the construction completion sequence with the commissioning sequence – cold commissioning, hot commissioning, Stability Island energisation, generator first synchronisation.
    • Agree and maintain the Systems Limits of Battery (SLOB) drawings with Commissioning so that every tag has a clear system and sub‑system home.
    • Issue the rolling commissioning‑handover forecast and prioritise punch list close‑out against the commissioning need date – not the construction‑finish date.
    • Manage the technical interface with MAN Energy Solutions, Baker Hughes/EVERLLENCE, GSUT and IPB vendors at the point of system handover.
  • Systemisation & Completions Database
    • Own the system / sub‑system breakdown structure aligned with the Highview Power KKS tag structure, plant zoning and the construction sequence.
    • Own the completions database (e.g. WinPCS, GoCompletions, Hexagon Smart Completions, Cora or equivalent) – configuration, user access, ITR library, system structure and reporting.
    • Direct the M&P and E&I Completions Engineers in populating, maintaining and reporting from the database.
    • Issue weekly and monthly completions progress reports to the Construction Manager, Project Director and Highview Power, with forecast vs actual completion curves by system and discipline.
  • ITRs, ITPs & Handover Dossiers
    • Review the ITR / QC checksheet library across all disciplines and approve all new and revised checksheets before issue.
    • Ensure alignment with project specifications, vendor requirements (MAN Energy Solutions, Baker Hughes/EVERLLENCE, GSUT, IPB) and applicable codes (ASME B31.3, BS EN 13480, IEC 60364, ATEX/DSEAR where relevant).
    • Quality‑check and sign off System Turnover Packages (STPs) / Mechanical Completion dossiers (LTQRs) prepared by the M&P and E&I Completions Engineers before issue to the Client.
    • Drive the closure of outstanding ITRs and supporting records ahead of every Mechanical Completion milestone.
  • Walkdowns & Punch List Management
    • Own the walkdown process at Ready for Walkdown (RFW), Mechanical Completion (MC) and Ready for Start‑Up (RFSU) stages with Construction, QA/QC, Commissioning, the Client and Vendors.
    • Own the project punch list – A, B and C items – from raising to clearance, with clear ownership, target dates and verification evidence.
    • Enforce the project rule that no system is energised, pressurised or commissioned with open A‑punch items.
    • Coordinate punch list close‑out across Bilfinger subcontractors, ensuring all evidence is uploaded into the completions database and the STP.
  • Mechanical Completion to Handover
    • Own the MC, pre‑commissioning and handover sequence in line with the Stability Island construction sequence – Zone 5 (PRU), Zone 3 (Fire Water) and Zone 7 (Power & Services interfaces).
    • Issue Mechanical Completion Certificates (MCCs) and System Acceptance Certificates (SACs) to the Client (Highview Power) for sign‑off, ensuring contractual handover requirements under the NEC4 contract are met.
    • Support the close‑out of Compensation Events, NCRs and TQs that have a completions impact.

Essential Requirements

  • Demonstrable senior‑level experience as a Completions Lead, Senior Completions Engineer or Completions Manager on major mechanical, process or power projects (oil & gas, petrochemical, power generation, EfW, hydrogen, energy storage or similar).
  • Proven line management of a multi‑discipline completions team – typically a Mechanical & Piping Completions Engineer and an E&I Completions Engineer plus support staff.
  • Strong working knowledge of project systemisation and the construction‑to‑commissioning handover process: RFW, MC, RFSU, system acceptance.
  • Proven hands‑on user and configurator of a recognised completions management system (WinPCS, GoCompletions, Hexagon Smart Completions, Cora, Coreworx, MIPS or equivalent).
  • Strong cross‑discipline understanding of mechanical, piping, E&I and instrumentation scopes – able to read, challenge and direct on P&IDs, isometrics, line lists, single‑line diagrams, loop drawings and cable schedules.
  • Experience working directly with a Commissioning Manager and a client commissioning team – sequencing handovers to suit the commissioning critical path, not the construction sequence.
  • Experience compiling and signing off Life Time Quality Records (LTQRs) / handover dossiers to client standards.
  • Strong written English and reporting skills, comfortable presenting completions status to senior client representatives.
  • CSCS card (Manager / Professionally Qualified Person grade).
  • SMSTS.
  • Right to work in the UK.

Desirable

  • Previous experience on a first‑of‑a‑kind, FOAK or novel‑technology project (LAES, hydrogen, CCS, large‑scale battery or similar).
  • Direct experience handing over to MAN Energy Solutions, Baker Hughes/EVERLLENCE or other major rotating equipment OEMs.
  • NEC3/NEC4 contract awareness – in particular Clause 11 (Completion), Clause 30/31 (Programme) and the use of Defects Certificates.
  • Working knowledge of ATEX/DSEAR‑zoned plant and the additional completions evidence required.
  • Recognised engineering qualification – HNC/HND/Degree in Mechanical, Electrical, Process or Chemical Engineering.
  • ECITB / IChemE Project Completions or Commissioning training.
  • NEBOSH General Certificate.
  • Chartered status (CEng) or working towards.
