Highview Power Carrington – LAES Project (FOAK) is a first‑of‑a‑kind, commercial‑scale greenfield delivery of a 50 MW / 300 MWh Liquid Air Energy Storage (LAES) facility, supporting long‑duration energy storage and the UK’s net‑zero transition. The project utilises proprietary LAES technology, converting surplus renewable electricity into stored liquid air, with later pressurisation and reheating to drive turbines for electricity generation.

Role / Scope (Bilfinger UK)

  • Principal contractor for Mechanical, Electrical & Instrumentation (MEI) construction, including structural steelwork.
  • Delivery of complex, safety‑critical systems within a novel technology environment.
  • Working within a large high‑performing, multi‑disciplinary integrated delivery team on a technically challenging FOAK scheme.

HSE Leadership Responsibilities

  • Lead and mentor the site‑based HSE team to improve performance and create a strong HSE culture within the company.
  • Develop project/site HSE plans aligned with company business objectives in conjunction with Operational Management and the Regional HSE Manager.
  • Identify development and competence needs of the HSE Advisors and ensure these requirements are communicated to Site Management/HSE function.
  • Manage stakeholder relationships regarding HSE matters and disseminate experience and knowledge to HSE Advisors.
  • Lead audit of customer sites, ensuring actions arising are followed up and closed out in a timely manner.
  • Engage with and develop relationships with Client HSE personnel, spending time onsite for audit, inspection, and interaction with site personnel.
  • Collaborate with Operational Management to enable “through‑the‑line” HSE ownership.
  • Advise HSE Advisors on incident investigation and lead the process through to satisfactory completion.

Collaboration with Regional HSE Manager

  • Provide support and deliver against company targets and objectives.
  • Promote the use of the company HSE Management System and identify any shortfalls or areas for improvement.
  • Support the Company Behavioural Safety Programme ‘Safety Works’.
  • Report concerns of non‑compliance or potential non‑adherence to legislation.

Continuous Improvement

  • Identify and monitor issues, create new ideas, and identify areas to drive improvements to products, services, health, safety, and environmental performance.

Routine Duties

  • Support Operations to identify hazards, assess risks, and implement suitable control measures.
  • Ensure the CMS system is adhered to and all accidents, incidents, and near‑misses are recorded within the ‘Active’ HSEQ reporting system, with root cause analysis completed and suitable actions assigned.
  • Disseminate HSE information on new regulations, practices, and initiatives.
  • Provide guidance and advice on HSE systems and initiatives within Bilfinger UK.
  • Conduct onsite HSE audits and assist in developing, promoting, and monitoring compliance with HSE performance indicators.
  • Develop and contribute to the continual improvement of the HSE culture throughout the company.
  • Deliver onsite HSE training as required and develop HSE initiatives.
  • Provide guidance and support on HSE matters to onsite personnel and management, ensuring all HSE-related concerns are reported and followed up with Operational Management onsite.

Experience & Qualifications

  • Auditing / Inspection experience.
  • Incident Management & Investigation skills.
  • Understanding of HSE Legislation and CDM Regulations.
  • Experience with Management System Standards.
  • Industrial Services Sector and Petrochemical Industry exposure.
  • Improvement planning experience.
  • NEBOSH General Certificate; graduate IOSH status; NVQ 5 or NEBOSH Diploma (or equivalent) – Preferred.
