We are recruiting an experienced E&I Completions Engineer to deliver the discipline‑specific construction‑to‑commissioning handover for all electrical, instrumentation and telecoms scope on the Highview Power (HVP) Liquid Air Energy Storage project at Carrington. Reporting to the Senior Completions Engineer / Completions Lead, this role is hands‑on and discipline‑focused. The successful candidate will populate and maintain the completions database for all E&I systems, develop and issue Inspection Test Records (ITRs), compile System Turnover Packages (STPs) / LTQRs, lead discipline walkdowns and drive punch list close‑out through to system acceptance – covering everything from HV, LV and small power through to instrumentation loop checks and telecoms.

The role engages directly with the Commissioning Manager and Highview Power’s commissioning team on the E&I scope, and interfaces with the National Grid (NG) HV interface, E‑House vendors, GCB, CLR, IPB, GSUT and the DCS/PLC vendor at the point of handover. The successful candidate will work closely with the Mechanical & Piping Completions Engineer to ensure consistency of approach across both disciplines.

Key Responsibilities
  • E&I Systemisation: Populate and maintain the completions database for all E&I systems and sub‑systems aligned with the Highview Power KKS tag structure and the construction sequence (Zones 3, 5 and 7 for Stability Island Phase 1).
  • Cover the full E&I scope: HV (400 kV/132 kV cables, GSUT, IPB, GCB, CLR), MV/LV (transformers, switchgear, E-Houses 1–10), small power, lighting, earthing, lightning protection, cathodic protection, instrumentation (field instruments, control valves, analyser packages), DCS/PLC, fire and gas detection, CCTV, telecoms and EDG.
  • Maintain the discipline‑specific document register linking single‑line diagrams, cable schedules, loop drawings, termination diagrams, datasheets, panel GAs and vendor manuals to each E&I system and sub‑system.
  • Issue weekly E&I completions progress to the Senior Completions Engineer, with forecast vs actual completion curves by system.
ITRs & Handover Dossiers
  • Develop, issue and control E&I ITRs / QC check‑sheets in line with the project Inspection and Test Plans (ITPs) and the ITR library approved by the Senior Completions Engineer.
  • Ensure ITRs align with project specifications, vendor requirements and applicable codes – in particular BS 7671 (IET Wiring Regulations), IEC 60364, IEC 61439 (switchgear), IEC 61511 (functional safety), and ATEX/DSEAR where relevant.
  • Compile E&I System Turnover Packages (STPs) / Mechanical Completion dossiers (LTQRs) including signed ITRs, cable continuity, IR and HV pressure test records, earthing and bonding records, loop check sheets, calibration certificates, point‑to‑point checks, red‑line cable schedules, red‑line single‑lines and as‑built loop drawings.
  • Submit completed STPs to the Senior Completions Engineer for sign‑off and onward issue to the Client.
Walkdowns & Punch List – E&I Scope
  • Plan, lead and document E&I discipline walkdowns at Ready for Walkdown (RFW), Mechanical Completion (MC) and Ready for Start‑Up (RFSU) stages with the E&I Superintendent, QA/QC, Commissioning, the Client and Vendors.
  • Manage the E&I punch list – A, B and C items – from raising to clearance, with clear ownership, target dates and verification evidence uploaded to the completions database.
  • Enforce the project rule that no system is energised with open A‑punch items.
  • Coordinate E&I punch list close‑out across HV, LV and instrumentation subcontractors.
Commissioning Interface – E&I Scope
  • Engage daily with the Commissioning Manager and Highview Power’s commissioning team on all E&I handover matters.
  • Sequence E&I handovers to suit the commissioning critical path – E‑House energisation, transformer energisation, MV/LV energisation, loop checks, DCS/PLC SAT, protection settings and trip testing, GCB closing and generator first synchronisation with the National Grid.
  • Manage the National Grid HV interface for the 400 kV connection – outage windows, switching schedules and energisation sequence.
  • Manage the technical handover interface with E‑House, switchgear, transformer, GCB, CLR, IPB and DCS/PLC vendors.
  • Support QA/QC in resolving E‑I NCRs and TQs that affect completions status.
Essential Requirements
  • Demonstrable experience as an Electrical, Instrumentation or E&I Completions Engineer on major process or power projects (oil & gas, petrochemical, power generation, EfW, hydrogen, energy storage, transmission or similar).
  • Strong working knowledge of the E&I construction‑to‑commissioning handover process: RFW, MC, RFSU, system acceptance.
  • Proven hands‑on user of a recognised completions management system (WinPCS, GoCompletions, Hexagon Smart Completions, Cora, Coreworx, MIPS or equivalent).
  • Strong understanding of E&I scope – able to read and challenge single‑line diagrams, cable schedules, loop drawings, termination diagrams, protection schemes and instrument datasheets.
  • Hands‑on knowledge of E&I QC activities – cable continuity and IR testing, HV pressure testing, earthing and bonding, loop checks, calibration, point‑to‑point checks, DCS/PLC SAT and protection settings/trip testing.
  • Experience compiling and issuing E&I LTQR / handover dossiers to client standards.
  • Strong written English and reporting skills.
  • CSCS card (Supervisor or Manager grade).
  • SSSTS or SMSTS.
  • Right to work in the UK.
Desirable
  • Previous experience on a first‑of‑a‑kind, FOAK or novel‑technology project (LAES, hydrogen, CCS, large‑scale battery or similar).
  • Direct experience of National Grid interface, switching schedules and HV energisation sequencing.
  • Working knowledge of ATEX/DSEAR‑zoned plant and the additional completions evidence required on E&I scope (Ex inspection, intrinsic safety certs).
  • C&G 2391 / 18th Edition or equivalent electrical testing & inspection qualification.
  • Functional Safety (TUV) awareness on instrumented protective systems (SIL).
  • Recognised engineering qualification – HNC/HND/Degree in Electrical, Control or Instrumentation Engineering.
  • ECITB / IChemE Project Completions or Commissioning training.
  • NEBOSH General Certificate.
