Highview Power Carrington – LAES Project (FOAK) First‑of‑a‑kind, commercial‑scale greenfield delivery of a 50 MW / 300 MWh Liquid Air Energy Storage (LAES) facility, supporting long‑duration energy storage and the UK’s net‑zero transition. The project utilises proprietary LAES technology, converting surplus renewable electricity into stored liquid air, with later pressurisation and reheating to drive turbines for electricity generation.

Role / Scope (Bilfinger UK)

  • Principal contractor for Mechanical, Electrical & Instrumentation (MEI) construction, including structural steelwork.
  • Delivery of complex, safety‑critical systems within a novel technology environment.
  • Working within a large high‑performing, multi‑disciplinary integrated delivery team on a technically challenging FOAK scheme.

Key Responsibilities

  • Develop and execute project and site HSE plans in alignment with company objectives.
  • Lead and develop stakeholder relationships concerning HSE matters.
  • Provide competent health‑ and safety‑guidance and advice to project and site teams.
  • Conduct frequent site monitoring, inspections and audits to ensure legal and company compliance.
  • Act as an active, on‑site visible member of the team, engaging with personnel and client representatives.
  • Enable operational management to take ownership of the HSE “through the line”.
  • Investigate incidents, coordinate lessons‑learned processes, and close the loop on corrective actions.
  • Drive safety culture through informal coaching, toolbox talks, training and hazard reporting.
  • Support the E&P HSE Manager in meeting company targets, KPI monitoring, and reporting.
  • Advise on CDM compliance and provide guidance during the construction phase.
  • Identify and report non‑compliance or safety concerns to the appropriate authorities.
  • Prepare and deliver comprehensive safety reports and presentations to senior leadership and client teams.
  • Maintain and update safety documentation, policies, and procedures.
  • Ensure compliance with the company HSE Management System and recommend improvements.

Experience

  • Leading occupational safety, health and environmental role within the construction industry.
  • Experience in inspection, auditing and incident management, including root‑cause analysis and reporting.
  • Strong knowledge of HSE legislation and CDM regulations.
  • Environmental compliance expertise within construction projects.
  • Experience with management‑system standards and continuous improvement planning.
  • Competence in delivering HSE training programmes.

Essential Qualifications

  • NVQ Level 5 / NEBOSH Diploma (or equivalent).
  • NEBOSH Construction Certificate.
  • NEBOSH Certificate in Environmental Management or equivalent.
  • Graduate IOSH status.

Desirable Qualifications

  • CMIOSH status.
  • Internal auditor for ISO 45001 & 14001.
