We are recruiting an experienced QA/QC Manager to lead the Quality function on the Highview Power (HVP) Liquid Air Energy Storage project at Carrington. The role suits a senior welding inspector with proven large-project leadership experience across sectors such as Power, Energy-from-Waste, Cryogenic, LNG, Chemical, Petrochemical, Pharmaceutical, Nuclear, Offshore, or Subsea. The successful candidate will own the project Quality Plan from pre-contract engagement through to handover and demobilisation. Reporting to the Project Manager, the QA/QC Manager will lead a multi-disciplinary QA team including Welding Engineers, Responsible Welding Coordinators (RWCs), Inspectors, and document controllers — covering both shop and site activities. They will act as the project's quality authority across all disciplines from fabrication through to commissioning, and the primary quality interface with the client, third-party inspectors, and NOBOs.

Key Responsibilities

  • Quality Leadership & Pre-Contract Engagement: Engage at pre-contract stage to define QA requirements, resource needs, and project-specific procedures. Draft, develop, and submit project Procedures and ITPs for client approval, covering mechanical, piping, structural, and EC&I disciplines. Own and maintain the project Quality Plan in line with project specifications, client requirements, and applicable codes (ASME B31.3, BS EN 13480, BS EN 1090, ASME IX, PED, ISO 9001). Act as the project's quality authority, with authority to stop non-compliant work and drive continuous improvement. Lead, mentor, and develop the shop and site QA team — Welding Engineers, RWCs, Inspectors, and document controllers. Set the quality culture on site, championing 'right first time' delivery across all trades and subcontractors. Report quality performance (KPIs, NCR trends, NDT repair rates, audit findings) to the project leadership team and client. Run the project WPQR programme — drafting pWPS, organising procedure qualification, witnessing mechanical testing, and reviewing results in conjunction with third-party test houses and inspection agencies. Review, approve, and maintain Welding Procedure Specifications (WPS) and Procedure Qualification Records (PQR). Organise and oversee Welder Qualification Testing in line with the WPQR programme and project welding processes. Maintain the project Welder Register, including prolongation of certifications and tracking of qualification ranges against scope. Ensure correct WPS is in operation at the workface and welders are suitably qualified for the task.
  • Inspection, NDT & Testing: Coordinate and oversee all NDT activities (UT, MPI, DPI, PMI, RT) and ensure NDT percentages and acceptance criteria are met. Review NDT reports and act as final signatory on radiograph sentencing for production welds. Oversee weld audits, line walks, fit-up inspections, and visual weld inspection across the project. Witness and sign off pressure testing, flange management, bolt torquing, and FAT / SIT activities. Manage the project NCR system — ensuring NCRs are raised, dispositioned, and closed out with effective corrective and preventive actions. Oversee preservation requirements for uninstalled piping and equipment. Own the compilation, review, and submission of Lifetime Quality Records (LTQRs), Manufacturing Record Books (MRBs), and final Data Dossiers. Act as final signatory on subcontractor MRBs / Data Dossiers, reviewing and sentencing before acceptance on behalf of the Principal Contractor for onward client submission. Ensure full traceability of materials, welds, NDT, pressure tests, and ITP sign-offs through the project handover dossier. Maintain audit-ready records to support internal, client, third-party, and NOBO reviews. Oversee the use of digital QA platforms (FieldView, Asite, Hexagon, or equivalent) for inspection records and ITRs. Support handover of completed systems to commissioning, ensuring all ITRs are signed off and outstanding items are tracked to close-out.
  • Audits, Subcontractor & Client Interface: Plan and conduct internal audits against ISO 9001 and the project Quality Plan. Carry out subcontractor pre-qualification audits, ongoing surveillance at vendor and fabrication facilities, and final dossier reviews. Act as the primary quality interface with the client, third-party inspectors, and NOBO for stage approvals and sign-offs. Attend project leadership meetings, progress reviews, completions meetings, and client review meetings.

Qualifications:

  • CSWIP 3.2 Senior Welding Inspector (or CSWIP 3.1 with extensive senior-level project experience).
  • Proven QA/QC Manager experience leading the Quality function on large-scale construction projects.
  • Demonstrable experience drafting and submitting project Procedures and ITPs for client approval.
  • Proven track record running WPQR programmes — pWPS drafting, procedure qualification, witnessing mechanical testing, and welder qualification testing.
  • Experience maintaining a project / company Welder Register, including prolongation of certifications.
  • Strong working knowledge of ASME B31.3, BS EN 13480, BS EN 1090, ASME IX, PED, and ISO 9001.
  • Demonstrable experience owning LTQR / MRB / Data Dossier compilation, review, and handover for major projects, including sentencing of subcontractor dossiers.
  • Experience as final signatory on radiograph sentencing for production welds.
  • Proven leadership and people management experience — building, mentoring, and developing shop and site QA teams.
  • Confident interfacing with clients, Principal Contractors, subcontractors, third-party inspectors, and NOBOs.
  • Strong understanding of CDM 2015 and site safety regulations; CCNSG Safety Passport.
  • Power, Cryogenic, LNG, Energy-from-Waste, or Offshore/Subsea sector experience would be a distinct advantage.
  • PCN Level 2 Radiographic Interpretation.
  • Responsible Welding Coordinator (RWC) under BS EN 1090.
  • Time-served welder / coded welder background with progression into QA/QC leadership.
  • Experience with digital QA platforms (FieldView, Asite, Hexagon, or equivalent).
  • ATEX / DSEAR awareness and experience working on COMAH-regulated sites.
