Reporting to the Senior Business Manager, the Operations Manager has line management responsibility for supervisors and their teams and is responsible for the safe, reliable and effective delivery of the depot’s recycling and waste collections and street cleansing service. The Operations Manager is responsible for ensuring that high levels of customer service are maintained at all times, whilst delivering on the contract’s KPI's. They must also ensure that all activities are carried out in accordance with the requirements of the contract, Biffa Policies and Procedures, industry related legislation and health and safety rules.
Key responsibilities:
- Ensure that all Health and Safety, Biffa policies and procedures and legal obligations are understood and followed by all members of staff.
- Periodically review and amend safety procedures as required, or in the event of a changed or new activity.
- Maintain up-to-date records of training provided.
- Develop and maintain excellent working relationships with the client and internal/external customers.
- Attend client meetings as required.
- Ensure that all reports required as part of the contract are delivered in time for meetings and follow-up actions are completed in an appropriate and timely manner.
- Work with the Senior Business Manager to ensure that all financial/budgeted targets are achieved for the contract including but not limited to overtime, staff numbers and revenue.
- Support staff training and development and periodically review training requirements.
- Ensure all staff have an up-to-date job description and receive a thorough induction when they join.
- Supervise the performance of the operation and depot in relation to contract standards.
- Ensure effective processes are in place to support monitoring of staff and that poor behaviours and performance and issues are addressed promptly in line with Biffa Policies and Procedures i.e. Disciplinary, Grievance, Capability.
- Constantly review the waste collections and street cleansing operations to ensure that efficiency levels are continuously improved upon, bringing value-added financial performance to the overall Contract.
- Ensure work equipment, both mobile and static, are always operated in a safe manner and in accordance with manufacturer’s guidelines and the correct maintenance regimes are in place.
- Ensure all staff have the appropriate training before using equipment, plant or vehicles.
- Ensure all records and systems are maintained for effective and compliant operations of the contract. This will include regular KPI (key performance indicator) reporting and other frequent data and ad hoc requests for information.
- Assist the company in achieving its published business objectives and complying with all procedures.
Essential criteria:
- Transport Manager CPC Qualification
- People and health and safety management in a unionised environment, including experience of disciplinaries, grievances, recruitment, etc
- Proven track record of working to clearly defined service delivery KPI’s (key performance indicators)
- Experience of vehicle management – CPC (Certificate of Professional Competence), tachographs, Road Transport Directive
- Proven track record of delivering continuous improvement within an operational / service environment
- Experience of producing and analysing reports using Microsoft Office Suite
- General knowledge of environmental responsibilities and existing health and safety legislation
- Able to deal with conflict and negotiate/manage a suitable outcome
- Analytical with the ability to measure
