We're supporting a leading organisation delivering a major public sector bid for a national water and wastewater services contract. Having successfully progressed through the pre-qualification stage, the bid team is now expanding to support the next phase of the procurement. This is an opportunity to join a high-profile programme where you'll play a key role in shaping the operational delivery solution for a complex, nationwide infrastructure service.

Working within a collaborative joint venture environment, you'll help develop an end-to-end operating model that is technically robust, commercially viable and aligned to customer requirements.

The Role

As Operational Solutions Lead, you'll be responsible for developing and challenging the operational delivery model across water and wastewater services. You'll work closely with commercial, technical and leadership teams to create a credible, competitive solution that balances performance, cost and risk.

Key responsibilities include:

  • Developing end-to-end operational service delivery models
  • Defining operating structures and field service delivery approaches
  • Supporting workforce and supply chain strategy
  • Developing KPIs, service levels and performance frameworks
  • Ensuring operational solutions meet customer, regulatory and resilience requirements
  • Contributing to technical bid submissions and customer presentations
  • Collaborating with commercial, asset management and leadership teams throughout the bid process

About You

We're looking for an experienced operational leader who combines technical credibility with commercial awareness. You'll ideally have:

  • Experience within water, utilities, infrastructure or outsourced operational services
  • Experience designing, managing or improving large-scale operational delivery models
  • Exposure to bids, tenders, contract mobilisation or major transformation programmes
  • Strong stakeholder management and communication skills
  • The ability to produce clear written content for business cases or bid submissions
  • A collaborative, hands-on approach and the confidence to work across multiple joint venture partners
  • Experience within regulated environments or public sector procurement would be advantageous but is not essential.
