A leading consultancy is seeking is seeking a highly experienced independent management consultant to support future Government Commercial Agency (GCA) Consultancy and Professional Services framework submissions.

This is a specialist assignment for a fractional, interim or contract consultant.

It is not a Bid Manager, Bid Coordinator or generic bid writing role.

We are looking for consultants who have previously developed successful responses to these types of hypothetical government consulting questions because they have personally delivered programmes of comparable complexity across UK Central Government.

The assignment is to apply first hand management consulting experience to develop exceptional responses to quality questions for the new GCA Consultancy and Professional Services framework, drawing upon previous experience of successful CCS Management Consultancy Framework (MCF3 and MCF4) submissions.

Essential Experience

  • Principal, Director, Managing Consultant, Partner or equivalent consulting experience within the UK Central Government practice of a leading management consultancy or major systems integrator.
  • Played a leading role in developing and authoring successful quality responses for CCS Management Consultancy Framework submissions, including MCF3, MCF4 or equivalent government consultancy frameworks.
  • Extensive experience designing, leading and delivering large, complex transformation programmes across UK Central Government.
  • Extensive experience responding to hypothetical government consulting scenarios by developing credible delivery approaches based upon practical consulting experience.
  • Strong understanding of how government quality responses are evaluated and scored.
  • Demonstrable ability to translate practical consulting experience into clear, concise and high scoring responses within strict character limits.
  • An exceptional communicator and wordsmith, capable of expressing complex management consulting approaches in clear, persuasive and high scoring responses.
  • Able to articulate practical consulting methodologies in a structured, logical and persuasive manner.
  • Broad experience advising Central Government on transformation, programme delivery, governance, operating models, organisational change, policy implementation and senior stakeholder engagement, supported by the judgement and credibility expected of a senior management consultant.

Scope of the Assignment Working alongside the team, you will develop responses to hypothetical government consulting scenarios similar to those used in previous CCS Management Consultancy Framework competitions and expected within the new GCA Consultancy and Professional Services framework.

The work requires practical consulting experience rather than theoretical knowledge.

Responses must demonstrate credible delivery approaches, structured methodologies and a clear understanding of how major government transformation programmes are designed, mobilised and delivered.

The objective is to produce responses that align directly with evaluation criteria and achieve the highest possible quality scores.
