Growth Programme Manager (Bids) – Transport & Infrastructure | Remote with occasional travel | £70,000 – £80,000 with 15% Bonus

A leading UK transport operator is seeking a Growth Programme Manager (Bids) to join its Business Development team. This is a pivotal role supporting the delivery of large-scale, complex bids across both public and private sector portfolios, with a focus on sustainable transport solutions and franchise opportunities.

As the industry transitions toward franchising and greener mobility, this role plays a key part in aligning internal resources, managing bid pipelines, and ensuring successful mobilisation of new contracts.

Key Responsibilities

  • Coordinate bid team resources across a dynamic portfolio of Business-to-Government (B2G) and Business-to-Business (B2B) opportunities.
  • Work closely with Bid Directors to understand client requirements and prioritise internal and external resources accordingly.
  • Lead planning and forecasting activities across the full bid lifecycle, from pipeline tracking to mobilisation.
  • Maintain and enforce PMO processes, ensuring consistency and best practice across all bid activities.
  • Prepare and maintain RAID logs, dashboards, and governance documentation.
  • Support governance reviews and ensure compliance with internal bid frameworks.
  • Track bid budgets, forecasts, and actuals, escalating issues where necessary.
  • Liaise with internal stakeholders including finance, technical, and proposal teams to ensure alignment and delivery.
  • Support onboarding and training of new team members.
  • Drive continuous improvement in bid management processes, tools, and standards.

Essential Skills:

  • 5+ years’ experience managing complex bid or project portfolios.
  • 2+ years’ experience implementing PMO or project management processes.
  • Strong organisational and analytical skills with the ability to manage competing priorities.
  • Proficiency in project management tools (e.g. MS Project, SharePoint, Teams, Monday.com).
  • Excellent communication and stakeholder engagement skills.
  • Degree-level education or equivalent experience.

Desirable:

  • Experience in the transport, infrastructure, or public sector bidding environment.
