An established construction organisation is seeking a skilled and influential Project Manager (Pre‑Construction) to join its Southern regional team. This individual will play a critical role in shaping major projects across sectors such as Education, Leisure, Health, Blue Light, Defence, Transport, and Science & Technology.
Reporting to a Pre‑Construction Manager, the Project Manager will lead the full pre‑construction bid process, working closely with internal and external partners to develop high‑quality, well‑coordinated and competitive bids that meet customer expectations and support successful project delivery. From the initial tender stage through to signed construction contracts, they will ensure clarity, quality and commercial alignment throughout each project’s early development.
This position requires a confident communicator, strong team leader and solutions‑driven thinker who thrives in a collaborative, fast‑paced environment. Professionals with experience in project management, bid management or related technical roles who bring strong stakeholder management and commercial insight are encouraged to apply.
Key Responsibilities- Manage the full two‑stage and negotiated tender process from successful tender stage through to contract signing.
- Coordinate the core pre‑construction team including Planning, Estimating, Design Management and MEP specialists to ensure bids are cohesive, robust and aligned with customer priorities.
- Present project proposals at board level, ensuring they meet quality and profitability expectations.
- Oversee design development to ensure compliance with design process requirements.
- Shape project solutions, challenge assumptions and ensure proposals are competitive, deliverable and aligned with programme and budget constraints.
- Apply strong commercial judgement to support decision‑making at all stages.
- Build strong working relationships with customers, consultants and project partners to establish clear briefs and expectations.
- Confidently handle conversations around costs, programme challenges or design constraints when required.
- Maintain close communication with senior operational leaders, commercial teams and wider pre‑construction colleagues.
- Proven experience leading pre‑construction, bid management or two‑stage tender processes.
- Strong background in commercial management, design management, project management or a related discipline.
- Ability to coordinate multidisciplinary teams and manage complex project inputs.
- Excellent communication skills and confidence in managing challenging client discussions.
- Degree qualification preferred; RICS or project management accreditation advantageous.
