Want to run a major MOD programme and help shape future growth? We’re looking for a Commercial Programme Manager to lead the programme management and commercial governance of a long-term MOD services contract, ensuring strong delivery, disciplined controls and effective stakeholder management while also supporting smaller bid and growth opportunities.

Role summary

This is a programme delivery role with a strong commercial focus. You will lead through governance, influence and coordination across a matrix team including Operations, Finance, Legal, Procurement and delivery leads, translating contractual obligations into clear plans, controls and outcomes.

What you’ll be doing

  • Lead programme governance: Establish a clear governance rhythm, manage decision/action logs, support transition assurance and ensure service continuity.
  • Maintain programme controls: Manage plans, milestones, dependencies, RAID, reporting and corrective action to keep delivery on track.
  • Manage stakeholders: Act as a key interface with MOD and internal teams, ensuring clear ownership, timely decisions and constructive issue resolution.
  • Drive commercial control: Maintain oversight of contract obligations, deliverables, approvals and evidence requirements, protecting value for money and reducing commercial leakage.
  • Lead change control: Coordinate impact assessments, change packs, approvals, negotiation support and implementation tracking.
  • Oversee performance: Ensure KPI/SLA reporting is accurate, evidence-based and contract-compliant, driving improvement where required.
  • Support assurance and supply chain governance: Maintain audit-ready evidence, manage risks and opportunities, and coordinate supplier issues that may affect delivery.
  • Support growth: Lead or coordinate small-to-medium bid activity, shaping scope, approach, pricing assumptions, delivery models and compliant submissions.

What we’re looking for

  • Significant contract or commercial management experience for complex, multi-year service agreements, ideally in public sector or defense.
  • Track record of managing KPIs, service credits, performance regimes, change control, variations and commercial impact analysis.
  • Strong programme leadership, project controls, reporting and analytical skills, including Excel.
  • Excellent commercial acumen, including pricing, cost drivers, margin protection and value for money.
  • Strong stakeholder management, negotiation and influencing skills, including senior client engagement.
  • High attention to detail, with disciplined documentation, governance, risk management and structured decision-making.
