Job Overview

To support the Head of Operational Estates and the Chief Engineer in the management of the Health Board’s carbon consumption and associated cost, effectively and efficiently in line with Welsh Government Targets, and other Legislative Bodies.

This includes provision of statutory and mandatory reports and certificates to national audit standards.

The post holder will lead in pursuing a low carbon sustainable future, complying with challenging CO2 reduction targets set by the Health Board and the Welsh Government.

Main Duties

Provide specialist energy advice on engineering systems, ensuring best practice and energy conservation at all Health Board properties, acting as the representative of the Chief Engineer or Head of Operational Estates.

This involves a high degree of communication with Health Board project managers and stakeholders, networking with external organisations locally and nationally.

There will be significant freedom to act within this role and the post holder will be expected to be flexible and adjust to variations in priorities.

Key Responsibilities

  • Management of the Health Board’s carbon footprint and consumptions within specific site criteria, across all properties.
  • Management of the Health Board’s Carbon Reduction Commitment (CRC) process and final recommendations.
  • Monitoring of all utility consumption data and cost for the provision of annual reports to CRC audit standards.
  • Providing strategic energy targets and criteria for health board major capital development projects.
  • Management of the Health Board’s contracted utility companies and relevant accounting systems, in conjunction with the Shared Service Partnership for Wales.

The ability to speak Welsh is desirable; English and/or Welsh speakers are welcome to apply.

Person Specification

Qualifications

  • Degree in Mechanical or Electrical Engineering or equivalent.
  • Evidence of continued professional development in energy/carbon management.
  • Qualified as a Non-Domestic Energy Assessor and registered with an authorised Display Energy Certificate Accreditation Scheme.

Desirable Criteria

  • Accredited Energy Assessor Qualification.
  • Continuous professional development in carbon management.
  • Up-to-date knowledge of NHS Wales priorities and objectives.

Essential Experience

  • Significant mechanical & electrical engineering knowledge in a public sector environment.
  • Successful track record of specification and design of large engineering installation projects and plant refurbishments/replacements.
  • Experience of utility supply management and contract negotiations.
  • Evidence of research and compilation of recommendation reports for submission to senior officer and board level.
  • Experience and understanding of carbon management legislation and the Carbon Reduction Commitment.
  • Capable of translating strategic vision into effective plans.
