An exciting opportunity has arisen for Betsi Cadwaladr University Health Board (BCUHB) to appoint a senior position within the Public Health Directorate. The Principal Public Health Intelligence Specialist in Population Health Management will play a critical role in driving forward a PHM Programme within the Public Health Intelligence, Research & Evaluation Programme in the Public Health Directorate, working closely with the Digital, Data, and Technology (DDaT) Directorate. This programme aims to develop a PHM system that will lead to demonstrable improved population health outcomes, maximising our total resource allocation as a Health Board and working across a wide range of stakeholders, organisations, delivery agents and partnerships, in order to benefit our communities.
Main Duties of the Job
The postholder will lead, on behalf of the Consultant in Public Health and Assistant Director – Data, Intelligence & Insight (DI&I), the development and implementation of a whole system approach to PHM, leading a team across the Public Health and DDaT Directorates. This includes working with data from across primary, secondary and care sectors, as well as data on wider determinants of health, to undertake segmentation modelling, risk stratification, analysis of full patient pathways, and identification and monitoring of health inequalities. The postholder will work with stakeholders across health and care, to use linked data to tailor the provision of care to identify people who would benefit most from proactive intervention and to tailor services to best meet population need. The postholder will have experience of developing information systems and new information solutions and excellent negotiation and motivational skills. The ability to speak Welsh is desirable; English and/or Welsh speakers are equally welcome to apply.

Person Specification
Qualifications and Knowledge
- Master's degree or equivalent experience in a domain highly relevant to the post (e.g. Maths, Physics, Economics, Operational Research, Statistics or Social Research)
- Specialist knowledge of health care / public health / population health management acquired through degree or equivalent work experience or training
- Use of analytical techniques such as supervised and unsupervised machine learning algorithms, including regression modelling, decision trees and classification
- Knowledge of how linked data can be used to improve health and an understanding of the principles and approaches to data linkage
Skills and Attributes
- High level of analytical and problem‑solving skills – ability to analyse highly complex data/information/problems and make judgements/draw conclusions
- Strong communication skills, both written and verbal – able to provide and receive highly complex, sensitive information and use persuasion, influencing and negotiation with individuals and groups including stakeholders
Experience
- Extensive experience and successful track record in PHM intelligence
- Proven experience of working in a management/leadership role related to the provision of analysis for health and care services or health and care policy
- Experience of analysing and interpreting complex data and information and presenting information to senior professional groups
- Experience of partnership working and the ability to develop effective and sustainable relationships across teams, with key individuals and organisations, and build consensus
