Population Health Management (PHM) Strategic Analyst
An exciting opportunity has arisen for Betsi Cadwaladr University Health Board (BCUHB) to appoint a senior position within the Public Health Directorate.
The Population Health Management (PHM) Strategic Analyst will play a critical role in driving forward a PHM Programme within the Public Health Intelligence, Research & Evaluation Programme in the Public Health Directorate, working closely with the Digital, Data, and Technology (DDaT) Directorate.
This programme aims to develop a PHM system that will lead to demonstrable improved population health outcomes, maximising our total resource allocation as a Health Board and working across a wide range of stakeholders, organisations, delivery agents and partnerships, in order to benefit our communities.
Main duties of the job
Working closely with a Principal Public Health Intelligence Specialist in Population Health Management (8B) and a Band 7 (Principal Data Engineer), the post-holder will lead the development and implementation of a whole-system approach to strategic data analysis in the area of PHM, ensuring measurable improvements in population health outcomes and efficient resource allocation across the Health Board.
The post-holder will lead on the creation of actionable insights from complex datasets, progressing from descriptive to predictive and prescriptive analytics, working with data from primary, secondary and social care sectors, as well as wider determinants of health. Key responsibilities include segmentation modelling, risk stratification, pathway analysis and monitoring health inequalities.
The post-holder will collaborate with stakeholders to use linked data for identifying individuals who would benefit most from proactive interventions and tailoring services to meet population needs.
The postholder will have experience acting as a lead Information specialist.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Qualifications and Knowledge
- Master's degree or equivalent experience in a domain highly relevant to the post (e.g. in a numerical subject, such as Maths, Physics, Economics, Operational Research, Statistics or Social Research)
- Experience of providing and presenting highly complex information to clinicians and senior managers (including at board level)
- Evidence of continuous professional development

- High level of understanding of NHS Wales policy and DU role within health and social care agenda
- Knowledge of SQL and/or Power BI
