The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a Senior Officer as part of our International Affairs Team in our Supervision (Insurance, Funds and Corporate Authorisations) Department. The post holder will help shape the future of this area and broader regulatory matters in Bermuda. Reporting to the Assistant Director, the Senior Officer will be responsible for coordinating and providing insights into regulatory and international organisational matters, including international standard‑setting bodies, that relate to and impact the Bermuda (re)insurance market.

This will include providing advice, guidance, and recommendations on the Authority’s international engagement and advocacy work, climate change and sustainability standards, and developments. They will also be responsible for contributing to the development and implementation of the Authority’s plans to integrate sustainability and climate change risk in regulation and supervisory practices. The role will involve a high degree of collaboration with colleagues across the Insurance Department and the BMA.

Key Responsibilities
  • Acting as a first point of contact for international affairs and sustainability research and recommendations, and any other tasks that may be required by the Insurance International Affairs, as well as Environmental Social Governance (ESG) and Climate Risk Team.
  • Providing technical expertise and gathering research as required on global practices relating to climate change and sustainability risk management, and evolving standards in the regulatory community, with an ability to propose solutions fit for the Bermuda market.
  • Driving the drafting of policy recommendations, guidelines and reports for the insurance industry specific to climate change risk, sustainable finance and disclosures, and ‘green’ regulation and integration of relevant risk in the regulation and supervisory framework.
  • Coordinating, assessing and designing industry surveys, exercises and consultations, where required, overseeing industry engagement, while making recommendations.
  • Conducting ESG supervisory reviews of filings and with registrants, and where necessary, giving feedback and guidance to ensure adherence with policies and procedures.
  • Leading internal knowledge sharing initiatives within the Insurance Supervision Team.
  • Providing support to senior leadership on the topic of sustainability and climate change, and any other working group/workstream as required.
  • Assisting in identifying key regulatory issues across jurisdictions, providing insights and research on potential impacts to Bermuda, and recommending policy direction.
  • Supporting and coordinating the BMA’s engagement at the International Association of Insurance Supervisors (IAIS) and other international affairs in close collaboration with other BMA representatives and stakeholders.
  • Providing policy and analytical support as directed for BMA’s effective participation at the IAIS and other international meetings, including the development of briefing notes for senior leadership.
  • Coordinating meeting logistics with international organisations and standard setters (such as IAIS) and other international regulators and stakeholders, including monitoring and ensuring timely organisation and meeting of deadlines, where applicable.
  • Producing comprehensive reports on these meetings and providing insights to support the BMA’s ongoing regulatory activities and strategy.
  • Performing other related work and special projects as assigned by the Assistant Director, working closely with the Regulatory Affairs Team, and other Senior Executives in accordance with competencies normally associated with the post.
Qualifications
  • A master’s degree or equivalent qualification in a relevant related discipline (e.g., economics, sustainability/climate change, risk management, political science, law or business administration) from a recognised institution or professional body.
  • A minimum of seven (7) years’ relevant experience, preferably within the insurance industry or financial regulator or an international institution, of which at least three (3) years should be at a senior level.
  • Direct and in‑depth knowledge of environmental issues, climate change risk and management, responsible investment and cross‑border regulation, disclosure regimes, international policy developments, standards and regulatory frameworks; and how they relate to material business risks and opportunities.
  • Familiarity with different insurance regulatory frameworks across jurisdictions.
  • Robust influencing and engagement ability; adept at building relationships and credibility.
  • Ability to provide expertise and work competently across a wide range of areas with technical staff, senior management and external stakeholders.
  • Strong written and oral communication and presentation skills.
