Westminster Council is offering an initial 6‐month temporary contract for the role of Assistant Head & Enforcement Manager, with a view to extension or a permanent offer. The position is located in SW1E6QP (hybrid).

Responsibilities

  • Manage the temporary and dangerous structures workstreams.
  • Assist operational teams with enforcement on building control applications.
  • Assist with developing an effective Target Operating Model for the Building Control Team.
  • Discharge the council's delegated powers and duties as required by the Building Act 1984, Building Safety Act 2022, London Building Amendments Act 1939 and other legislation, and provide appropriate and proportionate advice to the responsible officer concerning decisions about compliance with Building Regulations within the limits of the post holder's competence.
  • Manage the council's enforcement portfolio including any necessary court action.
  • Oversee Registered Building Control Approvers notices, receipt of reversion applications and required enforcement processes.
  • Manage the Dangerous Structures 24/7 provision and undertake out of hours work in accordance with a team rota; maintain proper records of dangerous structures and oversee contractor and financial control along with cost recovery.
  • Oversee the regularisation and reversion applications; maintain proper records of enforcement action that can be reported back to the Building Safety Regulator on a quarterly and yearly basis.

Qualifications

  • Significant experience working within the building control profession, covering the full range of activities and functions they manage.
  • Experience relating to all of the responsibilities above, from concept to completion and enforcement as appropriate.
  • Experience assessing compliance against the Building Act 1984 (as amended), Building Regulations 2010 (as amended), and other applicable allied legislation, standards and guidance across a range of building types including non‐standard buildings and/or high‐risk buildings.
