The Senior Bid Manager will lead and manage the preparation, coordination and submission of high‑quality tender documentation across the full range of Bellrock professional consultancy and property services. The role is a senior management position responsible for overseeing the full bid lifecycle from opportunity identification through to submission, interview and post‑tender review. The successful candidate will provide strategic leadership to the bid team, manage internal and external stakeholders, drive continuous improvement in bid quality and processes, and ensure submissions reflect Bellrock’s technical capability, governance standards and professional excellence.

Bid Leadership and Management

  • Lead the end‑to‑end management of pre‑qualification questionnaires (PQQs), invitations to tender (ITTs), frameworks, proposals and expressions of interest.
  • Develop winning bid strategies aligned with client requirements, evaluation criteria and business objectives.
  • Manage bid programmes, submission schedules and resource allocation to ensure all deadlines are achieved.
  • Coordinate multidisciplinary input from technical teams, directors, regional offices and external partners.
  • Chair bid kick‑off meetings, progress reviews and submission sign‑off meetings.
  • Maintain oversight of bid governance, approvals and quality assurance procedures.
  • Ensure all submissions are compliant, accurate, professionally presented and aligned with client instructions.
  • Lead post‑submission clarifications, presentations and interview preparation activities where required.
  • Conduct lessons learned reviews and implement improvements to bid processes and documentation.

Tender Writing and Content Development

  • Write, edit and review high‑quality tender responses for public and private sector clients.
  • Translate technical property and construction consultancy information into clear, compelling and client‑focused submissions.
  • Tailor responses to reflect specific client objectives, procurement routes and project requirements.
  • Develop persuasive responses covering methodology, project delivery, social value, sustainability, health and safety, quality management and risk management.
  • Maintain consistency in tone, structure and branding across all submissions.
  • Develop and maintain a library of high‑quality bid content, case studies and supporting information.
  • Ensure tender submissions accurately reflect Bellrock procedures, accreditations and governance arrangements.

Stakeholder Management

  • Build strong working relationships with Directors, Associates and technical teams across the business.
  • Liaise with clients, framework providers and external consultants where required during the tender process.
  • Manage internal review processes and obtain timely approvals from senior stakeholders.
  • Coordinate contributions from marketing, graphics, administration and technical specialists.
  • Act as a central point of contact for all bid‑related communications.

Team Leadership and Development

  • Manage, mentor and support Bid Managers and Bid Coordinators.
  • Allocate workload across the bid team and monitor performance against deadlines and objectives.
  • Provide guidance on bid strategy, writing standards and best practice.
  • Support the professional development and training of team members.
  • Promote collaborative working and continuous improvement within the team.
  • Assist with recruitment, onboarding and performance management activities.

Business Development Support

  • Monitor procurement portals and identify suitable opportunities aligned with business strategy.
  • Support pipeline management and bid/no‑bid decision‑making processes.
  • Contribute to business development planning and market intelligence activities.
  • Support the development of client relationship management initiatives and framework strategies.
  • Assist in the preparation of capability statements, presentations and marketing collateral.

Quality, Compliance and Governance

  • Ensure compliance with company procedures, quality standards and governance requirements.
  • Maintain accurate bid records and reporting information.
  • Ensure all submissions align with internal quality management procedures and review processes.
  • Promote best practice in document control, version management and bid archiving.
  • Support compliance with relevant procurement legislation and framework requirements.
  • Ensure submissions accurately reference company accreditations and certifications where beneficial to scoring.

Essential Experience

  • Significant experience in bid management within the construction, property, facilities management or professional consultancy sector.
  • Proven track record of managing and winning complex public and private sector tenders.
  • Experience managing multidisciplinary bid teams and coordinating senior stakeholders.
  • Strong understanding of procurement processes including PQQs, ITTs, frameworks and negotiated tenders.
  • Experience of writing high‑scoring quality responses.
  • Experience managing multiple concurrent bids to challenging deadlines.
  • Strong commercial awareness and understanding of professional consultancy and property services.

  • Understanding of RICS‑regulated professional services and construction procurement routes.
  • Experience of utilising AI within tender responses.

Working arrangements

We embrace smarter working practices which offer our employees the opportunity to work their hours flexibly and remotely where their roles and business needs allow. In this role, the successful candidate would be required to work from Summers Inman - Newcastle Bevan House, Sir Bobby Robson Way, NE13 9BA and home based. Monday to Friday 8.30am to 5.00pm. While the role's primary location is Newcastle, we are keen to hear from talented candidates based in Leeds, Birmingham, Leicester, and surrounding areas.
