Overview
Bellrock is a property services provider delivering integrated hard services and facilities management. The Technical Competency Manager will provide expert technical support and guidance across facilities management hard services with a strong focus on electrical systems and Minor works sign off. The role acts as the subject matter expert (SME) to ensure statutory compliance, operational excellence, and continuous improvement in service delivery. The manager will support engineering teams, manage critical asset repairs/replacements, and act as a key escalation point for technical issues.
Responsibilities
- Act as the primary technical authority for electrical systems and equipment, while supporting other hard services disciplines (mechanical, HVAC, plumbing, BMS).
- Support all technical reactive works and asset lifecycle management to ensure efficiency, site legal compliance, and resilience.
- Provide expert advice on technical standards, engineering solutions, and energy efficiency opportunities.
- Support mobilisation, transition, and implementation of new FM contracts, ensuring technical compliance and operational readiness.
- Support all electrical replacement works with Minor works certification and sign-off.
- Ensure full compliance with statutory legislation, industry standards (e.g., BS7671, Electricity at Work Regulations), and client-specific requirements.
- Maintain up-to-date knowledge of regulatory changes within Electrical, ensuring best practice across all sites.
- Support root cause analysis (RCA) of technical incidents and develop mitigation strategies.
- Manage risk assessments, method statements (RAMS), and safe systems of work in line with HSE requirements.
- Provide technical guidance and mentoring to on-site engineers, upskilling teams where required.
- Act as the escalation point for complex technical faults, liaising with specialist contractors as necessary.
- Work closely with Bellrock client relationship managers and suppliers to ensure smooth service delivery and customer satisfaction.
- Where required, support procurement with technical input for supplier selection, tendering, and project works.
- Drive initiatives to improve asset reliability, reduce downtime, and optimise energy performance.
- Identify opportunities for innovation in hard services delivery, including digital tools, IoT monitoring, and predictive maintenance.
- Provide technical input into capital projects, refurbishment works, and asset replacement strategies.
What does it take?
Essential
- Electrically qualified to at least Level 3 (City & Guilds / NVQ) with 18th Edition IET Wiring Regulations.
- Proven experience in facilities management hard services, with an electrical engineering bias.
- An understanding of building services systems (mechanical, HVAC, fire, General Building).
- Knowledge of statutory compliance, risk management, and FM best practices.
- Experience managing technical teams or acting as a technical authority within FM.
- Excellent problem-solving, communication, and stakeholder management skills.
- IT literate to support engineers remotely.
- Driving licence.
- Availability to travel nationally.
Desirable
- HV (High Voltage) Authorised Person or experience managing HV systems.
- Health & Safety qualifications (e.g., IOSH/NEBOSH).
- Experience in critical environments.
- Knowledge of using CAFM work allocation systems.
Working arrangements
We embrace smarter working practices which offer flexible and remote working where role and business needs allow. The successful candidate would be required to work from the Leicester office, with hybrid working and standard office hours (37.5 per week, Monday to Friday).
