Role Overview

The Technical Services Manager provides technical leadership across a portfolio of prestigious London commercial office buildings, ensuring the safe, compliant, and efficient delivery of engineering and hard FM services.

The role leads engineering performance, statutory compliance, maintenance strategy, contractor management, and asset reliability while supporting sustainability and lifecycle projects.

Working closely with clients and operational teams, you'll drive service excellence, manage technical risk, and provide expert guidance on complex building services.

This role is ideal for an experienced building services professional with strong technical expertise, leadership skills, and a proven track record in managing engineering services across complex commercial portfolios.

Key Responsibilities

  • Lead the delivery of hard FM and engineering services across a portfolio of prestigious London office buildings.
  • Provide technical leadership and support to Facilities Managers, site teams and specialist contractors.
  • Ensure statutory compliance, safe systems of work and engineering governance across the portfolio.
  • Oversee planned and reactive maintenance, driving service quality, asset reliability and operational performance.
  • Manage contractor performance, ensuring works are delivered safely, compliantly and to agreed SLAs and KPIs.
  • Act as the technical lead for mechanical, electrical and building services, providing expert guidance on complex engineering issues.
  • Support lifecycle planning, asset management and capital investment programmes to optimise building performance.
  • Provide technical oversight of refurbishment, minor works and lifecycle projects from specification through to handover.
  • Drive sustainability, decarbonisation and energy efficiency initiatives across the portfolio.
  • Manage engineering budgets, review quotations and identify opportunities to improve value and service delivery.
  • Build strong relationships with clients and key stakeholders, presenting engineering performance, compliance and improvement plans.
  • Lead technical audits, compliance reviews and continuous improvement initiatives to ensure best practice across the portfolio.

Skills & Experience

  • Strong knowledge of Mechanical & Electrical Building Services Engineering.
  • Comprehensive understanding of statutory compliance, engineering governance, SFG20 and industry best practice.
  • Experience in asset management, lifecycle planning and technical assurance.
  • Ability to analyse technical data and produce meaningful management reports.
  • Proven experience managing engineering services across large, complex commercial and multi-site portfolios.
  • Experience working in client-facing environments, delivering high levels of service.
  • Proven ability to manage specialist contractors and supply chain partners within complex operational environments.

Essential

  • HNC/HND (or equivalent) in Mechanical, Electrical or Building Services Engineering.
  • IOSH Managing Safely.
  • Minimum five years' experience in Technical Services, Hard FM, Engineering Management or Building Services.

Desirable

  • Degree in Engineering or Building Services.
  • NEBOSH General Certificate.
  • Membership of CIBSE, IET, IWFM or a similar professional body.
  • Authorised Person experience (LV, HV, Water, Pressure Systems or Mechanical disciplines).
  • AI fluency & learning mindset
