The Role
As Preconstruction Manager, you will take full responsibility for leading and managing the pre-construction process from initial enquiry through to contract award. Working closely with senior leadership, you will oversee tender strategy, bid management, and the coordination of multidisciplinary teams to deliver high-quality, competitive, and compliant submissions. You will play a key role in shaping project strategy, managing client relationships, and ensuring that all pre‑construction activities align with business objectives, commercial targets, and operational delivery requirements.
Key Responsibilities
- Lead the preparation, management, and submission of tenders, bids, and pre-qualification questionnaires (PQQs).
- Review and interpret tender documentation, identifying key risks, opportunities, and strategic considerations.
- Develop and manage bid strategies to maximise success rates and profitability.
- Coordinate and manage input from estimating, design, commercial, and operational teams.
- Take ownership of bid programmes, ensuring all deadlines and deliverables are achieved.
- Oversee cost planning, estimating, and commercial input throughout the tender process.
- Lead engagement with subcontractors and suppliers to secure competitive and compliant pricing.
- Drive value engineering initiatives to enhance project value and competitiveness.
- Chair and lead pre‑contract meetings, tender reviews, and negotiation processes.
- Act as the primary point of contact for clients, consultants, and key stakeholders during pre‑construction.
- Lead the preparation and delivery of bid presentations.
- Oversee design coordination during the pre‑construction phase, ensuring technical compliance and buildability.
- Ensure all tender submissions are compliant with client requirements, contractual obligations, and company procedures.
- Develop and manage pre‑contract risk assessments and risk registers.
- Lead internal governance and quality assurance reviews of all bid submissions.
- Provide leadership and mentorship to junior team members, supporting their development.
- Ensure effective handover of secured projects to delivery teams.
Who We’re Looking For
- Proven experience in a pre‑construction or bid management role within the construction industry.
- Strong experience working within a main contractor environment.
- Demonstrable experience leading and managing tender submissions.
- In‑depth understanding of construction procurement routes and tendering processes.
- Strong knowledge of contract forms such as JCT and NEC.
- CSCS card (essential or willing to obtain).
- SMSTS (essential or willing to obtain).
- Strong commercial awareness and financial acumen.
- Excellent leadership, organisational, and time management skills.
- Strong communication and stakeholder management abilities.
- Ability to manage multiple bids and deadlines in a fast‑paced environment.
- High attention to detail with a strategic and proactive mindset.
- IT literate with experience in estimating and project management software.
