We are seeking an experienced Programme Manager, based in our London office, to join Believ’s B2B Operations team. The Programme Manager will take full ownership of assigned EV charging projects from initial handover by the Commercial team, overseeing the pre-construction, construction, commissioning and final completion. This role is responsible for coordinating all project workstreams, ensuring sites progress efficiently while meeting agreed technical, commercial, programme and quality requirements.
Reporting to the Head of B2B Operations, you will act as the main point of coordination throughout the project lifecycle. You will work closely with clients, landlords, contractors and Believ’s internal teams, including commercial, property, technical, design, procurement, finance and Networks. You will be responsible for identifying and resolving risks, maintaining project programmes and ensuring that all required approvals, designs, surveys, legal agreements and procurement activities are completed at the appropriate stage.
Roles And Responsibilities
- End-to-End Project Ownership: Take responsibility for assigned projects from inception, overseeing the feasibility, design, planning, approvals, construction, commissioning and final completion.
- Project Planning and Coordination: Develop, maintain and manage detailed project programmes, ensuring key milestones, dependencies and critical activities are clearly identified and delivered.
- Feasibility and Site Development: Coordinate the assessment of project viability, ensuring technical, commercial, regulatory, legal and operational requirements are understood and addressed.
- Design Coordination: Work with internal and external technical and design teams to ensure project designs meet client requirements, Believ standards, operational needs and agreed budgets.
- Stakeholder Management: Act as the primary point of contact for clients and project stakeholders, providing clear updates and coordinating decisions, approvals and actions.
- Risk and Issue Management: Identify project risks, constraints and blockers at an early stage, maintaining clear mitigation plans and escalating issues where required.
- Cost and Budget Management: Monitor project expenditure, forecasts and commitments, ensuring costs remain within approved budgets and any potential variations are identified and managed.
- Planning and Approvals: Coordinate planning applications, landlord approvals, DNO or IDNO requirements, legal agreements, permits and other statutory or third-party approvals.
- Procurement and Contractor Management: Develop scopes of work, support contractor selection and procurement, and manage contractor performance throughout the project.
- Construction Delivery: Take full responsibility for managing the construction phase, coordinating contractors, resolving site issues, maintaining programme progress, and ensuring works are delivered safely, on time, within budget and to the required quality standards.
- Quality and Compliance: Ensure projects are delivered in accordance with Believ standards, contractual requirements, health and safety obligations, planning conditions and applicable technical regulations.
- Commissioning and Completion: Coordinate commissioning, snagging, documentation and final project close-out, ensuring all required information is completed and handed over to the relevant operational teams.

- A self‑starting, highly driven project manager with proven experience in delivering multiple projects concurrently, ideally in the Pre‑Construction phase.
- Possessing a keen eye for detail, being highly organised and having excellent communication skills are essential attributes.
- Excellent planning and programme management skills.
- Proficient and effective risk management skills to ensure proactive action is taken to keep the Pre‑Construction phase of projects on track.
- Experience of working within Electric Vehicle Charging Infrastructure is highly desirable.
- A construction management or engineering / technical background would be beneficial.
- A formal Project Management qualification is desirable but not essential.
