About the role
As Head of Traffic Orders & Public Consent you will own Believ's national approach to securing dedicated EV charging bays.
You will set the strategy, build the capability, and be personally accountable for the volume, speed and cost at which bays are secured across our portfolio.
You will work across both build regions, partnering closely with the Regional Build Directors, their Build Managers and the customer engagement capability within each build squad.
Reporting to the Chief Operations Officer, you will also be Believ's most senior external voice on traffic orders — with local authority clients, sector bodies, and in our engagement with Df T and OZEV on reform of the process itself.
This is a single-specialist role today with significant scope to grow and put your mark on the business and the sector.
The role covers Traffic Order Strategy & Delivery, Statutory Consultation & Objection Management, Local Authority & Senior Stakeholder Engagement, Public Sentiment & Advocacy, Technology & Process Innovation, and Signing, Lining, Enforcement & Compliance.

- The successful candidate will have the following attributes and skills:
- Deep, practical expertise in the traffic order process under the Road Traffic Regulation Act 1984 and associated procedure regulations — you have personally made orders, run statutory consultations and handled objections, at volume.
- A track record of securing parking-related orders in a contested environment, whether from within a local authority, a consultancy, a CPO or another infrastructure promoter.
- Senior stakeholder management credibility with local government: comfortable with parking managers, heads of highways, directors and elected members alike.
- Demonstrable skill in public consultation and community engagement, including handling objections, hostile meetings and local media.
- The judgement to know when to negotiate, when to amend, when to elevate and when to walk away from a site.
- Evidence of improving a process rather than just operating it — you have made something faster, cheaper or more reliable and can explain how.
- Genuine interest in how technology can remove friction from statutory process, and the ability to work credibly with product, data and delivery colleagues.
- Excellent written skills: statutory notices, committee reports, resident communications and executive briefings each demand a different register and you can write all four.
- Full UK driving licence and willingness to travel across our regions, including evening consultation events and committee meetings.

The position is full time, hybrid with 3 days (Tuesday, Wednesday & Thursday) based in the office.
