About the role
The Programme Manager role is where Believ's build-out programme becomes real.
As part of a wider squad led by your Senior Programme Manager, you will own the day-to-day delivery of your patch of sites, from confirmed build-ready status, through to installation, energisation and handover into operations.
Reporting to the Senior Programme Manager, this is a hands-on delivery role covering Programme & Site Delivery, Design & Pre-Construction, Connections & Metering & Energisation, Contractor Management, Customer & Client & Community engagement, Commissioning, Quality & Handover, and Safety, Data & Reporting.
You will hold contractors to account, unblock DNO and metering issues, front up to council officers and residents, and be on site often enough to know that the standards we describe are the standards being worked to.
- Delivery Standards
- Deliver to the standard method used across the region, and flag improvements to your Senior Programme Manager rather than quietly working around it.
- Run your patch's own operating rhythm within the squad's wider programme: site reviews, risk flagging and lessons learned for your sites.
- Flag capacity or workload pressure on your patch early to your Senior Programme Manager, so effort can be rebalanced across the squad.
- Work constructively with the specialists your Senior Programme Manager makes available to your patch, sharing knowledge and building cover where you can.
- Own the delivery of every site in your patch, from instruction through to energisation and handover.
- Build and maintain a realistic delivery programme for your patch, sequencing sites to keep contractors productive and to avoid work stacking up behind a single constraint.
- Manage risks and issues actively — escalating what you cannot resolve, and resolving what you can, rather than reporting a problem and waiting.
- Control delivery cost against plan, understanding the commercial consequence of decisions made on site.
- Keep the programme honest: forecast what will actually happen, not what would be convenient.
- Design & Pre-Construction
- Review construction-ready packs for your patch to confirm buildability and flag delivery risks to your Senior Programme Manager before accepting sites into your programme.
- Challenge designs that will not build well, will not gain consent, or leave no headroom for future expansion.
- Maintain a healthy pre-construction funnel so your patch always has permitted, designed, connection-ready sites available to it, escalating to your Senior Programme Manager where the funnel is running dry.
- Support the traffic order and bay consent process with accurate site information, and adapt designs where consultation requires it.
- Connections, Metering & Energisation
- Drive the connections process for your sites: budget estimates, applications, quote acceptance, scoping of contestable and non-contestable works, and scheduling of DNO works.
- Build practical working relationships with your DNO contacts, and chase, elevate and re-plan when dates slip.
- Own the metering pathway for your sites — MPAN creation, meter operator appointment, supplier registration and metering install — so energisation follows installation quickly.
- Relentlessly attack the gap between civils complete, energised, and live to drivers.
- Contractor Management
- Manage your civils and electrical contractors day to day: allocation, mobilisation, programme adherence, quality and site conduct.
- Inspect work in progress rather than relying on completion reports, and address poor quality or unsafe practice immediately.
- Hold contractors to their KPIs, feed performance evidence back to your Senior Programme Manager, and build the relationships that get you the good crews.
- Manage reinstatement quality and streetworks compliance, because defective reinstatement is a cost, a client complaint and a reputational problem all at once.
- Customer, Client & Community
- Be Believ's local face during the build: council officers, landowners, managing agents, residents and ward members.
- Support consultation and objection handling with accurate, straightforward information, and make sure what gets built matches what was consulted on.
- Handle complaints and escalations promptly and personally, and share the lesson with your Senior Programme Manager so it reaches the rest of the squad.
- Leave every street better than the disruption you caused in it — this is how the next scheme in that borough gets easier.
- Commissioning, Quality & Handover
- Own commissioning for your sites: testing, back-office and OCPP configuration, asset and tariff records, and snagging closure.
- Hand every site into operations with complete, accurate asset data and no residual defect list.
- Close the loop on defects that emerge after handover, so recurring faults get designed out rather than repeatedly repaired.
- Safety, Data & Reporting
- Own health, safety and environmental performance across your patch's activity, including CDM duties, risk assessments and method statements, permits to work and site inspections.
- Stop work that is unsafe, without hesitation and without needing permission.
- Ensure your patch's activity is captured digitally at source, on site, as it happens — the accuracy of Believ's reporting starts with you.
Report patch performance to the Senior Programme Manager with clear narrative on progress, risk and recovery.

- Proven experience managing multi-site infrastructure or utilities delivery, with accountability for programme, cost and quality across a live pipeline of sites.
- Experience coordinating multi-disciplinary specialists and managing contractors on site.
- Practical understanding of DNO connection processes and what it takes to get a new connection energised.
- Experience of works in the public highway, including permitting, streetworks and reinstatement, or a strong track record in comparable civils and electrical delivery.
- Strong programme and planning discipline, with the confidence to forecast honestly and re-plan when things change.
- A genuine safety-first mindset, with the authority and willingness to stop work.
- Confident communicator, credible with a contractor's foreman, a council officer and a resident at their front door.
- Comfortable working digitally — capturing data at source, using delivery systems properly, and expecting the same standard from your contractors and site team.
- Full UK driving licence and willingness to be on site regularly across your patch.
