Belcan Workforce Solutions is seeking a Construction Contract & Procurement Specialist to join a leading UK construction and regeneration group. This is a permanent, hybrid role that can be based in Warwickshire, Derby, London, Manchester, Motherwell, or York. Candidates must meet UK Security Clearance criteria.

Role Summary

The Construction Contract & Procurement Specialist – Professional Services will play a key role in supporting strategic procurement initiatives across the professional services supply chain. This individual will collaborate with internal departments and project teams during both the work-winning and delivery phases, ensuring the effective procurement and management of professional services.

The ideal candidate will bring experience from a procurement or supply chain role within an engineering or construction project environment. Familiarity with UK standard forms of contract (e.g., NEC PSC) is essential, along with the ability to provide expert guidance on contract drafting and administration.

Key Objectives

  • Lead the procurement process for professional services across company projects.
  • Manage and enhance the existing supply chain using the company’s prequalification system.
  • Support the development of strategic supplier agreements aligned with business needs.
  • Assist in the review and approval of procurement orders in accordance with internal procedures and delegated authority levels.
  • Administer the procurement of subconsultant professional services for projects.
  • Collaborate with the legal team to review and amend contract terms, ensuring alignment with main contract obligations.
  • Manage the company’s prequalification system, coordinating assessments with relevant departments.
  • Develop and maintain strategic supplier agreements to support framework contracts.
  • Review and approve procurement orders in line with company policies and delegated authorities.
  • Support project and bid teams with supply chain costings and procurement strategies.
  • Assist in implementing procurement strategies at the project level.
  • Maintain a comprehensive database of professional services suppliers, including cost benchmarks and historical data.
  • Draft trade-specific contract terms that reflect current market practices.
  • Ensure compliance with the company’s Quality Assurance and Management systems.
  • Provide timely reporting to Project Managers and ensure contract documentation meets project timelines.

Qualifications & Training

  • Degree in a relevant discipline.
  • Chartered Member of the Chartered Institute of Procurement & Supply (MCIPS).

Technical Skills & Experience

  • Minimum 5 years’ experience in procurement or supply chain roles within construction or related industries.
  • Strong understanding of the engineering and construction market, ideally within an engineering contractor environment.
  • In-depth knowledge of UK standard forms of contract, particularly NEC; familiarity with IChemE contracts is advantageous.
  • Proficient in Microsoft Office applications, especially Word and Excel.
  • Strong understanding of UK procurement and finance legislation.
  • Eligible for or currently holding SC security clearance.
  • Experience working with construction contractors is highly desirable.
