Key Responsibilities and Activities:

  • Conduct market research on the Singapore material market, including government regulations, manufacturer resources, and material production standards.
  • Coordinate subcontracting bidding and inquiry work.
  • Manage domestic material suppliers, including potential supplier inspections, data collection, and qualified supplier reviews.
  • Receive, review, and register procurement plans in the ledger.
  • Conduct bidding/inquiry procurement, prepare and review bidding documents, and negotiate contracts.
  • Familiarity with Singapore customs policies and procedures.
  • Ensure transportation safety and obtain necessary permits for large-scale transportation.
  • Maintain procurement management ledgers (planning, contract, invoice, guarantee).
  • Balance inventory management of domestically procured materials.
  • Utilize project cost management software.
  • Risk Management and Quality Control.
  • Ensure delivery schedules meet project milestone requirements.
  • Manage the safety of unloading and transportation of materials.

Requirements:

  • Bachelor in Supply Chain, Civil or equivalent.
  • Minimum 8 years of relevant working experience in procurement.
  • Proficient in INCOTERMS 2020 international trade rules; familiar with the FIDIC Silver Book contract framework.
  • Capable of analyzing price fluctuations in bulk building materials (e.g., steel, cement) and forecasting market trends.
  • Certified Procurement/Supply Chain Credentials (e.g., CIPS – Chartered Institute of Procurement & Supply or CSCP – Certified Supply Chain Professional) are strongly preferred.
  • Excellent interpersonal, written and verbal communication skills.
  • International mindset and an ability to drive collaboration, both within BUCG and externally.
  • Strong analytical skills and ability to develop practical solutions.
  • Attention to details.
