An exciting job share opportunity has arisen for a Safeguarding Licensing Manager to work as part of the Sheffield Children Safeguarding Partnership. This post performs a key role in supporting partners and licensed businesses across the city to provide an effective response to safeguarding children and adults at risk of abuse or neglect in licensed premises or services.

What We Do

The Licensing Safeguarding Manager Service, working on behalf of the Sheffield Children Safeguarding Partnership (SCSP), plays a vital role in keeping children, young people, and vulnerable adults safe across Sheffield’s licensed environments. From pubs, clubs, and takeaways to gambling venues and child employment settings, we bridge the gap between business compliance and safeguarding protection—ensuring safe, family-friendly spaces across the city.

Safeguarding Leadership & Strategy

We support businesses and the Licensing Authority to meet the key objectives of the Licensing Act 2003 and Gambling Act 2005, ensuring environments are safe, fair, and free from harm. Working alongside South Yorkshire Police, Trading Standards, health, education, and social care professionals, we identify and respond to risks such as:

  • Child sexual and criminal exploitation (CSE/CCE)
  • Alcohol‑related harm
  • Gambling‑related harm

We equip businesses and frontline staff with the knowledge and tools they need to safeguard effectively, offering:

  • Tailored safeguarding training
  • Practical guidance for night‑time economy staff, taxi drivers, and licensed operators

Supporting Safer Businesses

We work in partnership with licensed operators to improve safeguarding standards, offering:

  • Multi‑agency action plans with clear objectives
  • Safeguarding risk management strategies for child employment or performance
  • Ongoing advice and best practice guidance

Where necessary, we also use regulatory powers to address serious concerns, including licence reviews or enforcement action, helping maintain high standards across the sector.

About you

We are looking for someone who is highly motivated, enthusiastic and passionate about making a real difference to people’s lives. You will be able to work flexibly, build effective relationships, challenge and develop innovative solutions to emerging issues, show resilience and persistence, and progress work to a successful conclusion. Excellent communication skills will be required as will an understanding of safeguarding legislation, guidance and best practice principles within both the child and family environment and the licensed environment; and you will need to hold a relevant professional qualification, e.g. social work, teaching, nursing.

Full‑time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
