Position Purpose

The Recruitment Program Lead is responsible for leading the day-to-day operational delivery of a complex vendor management program supporting a strategic enterprise client.

This role serves as a primary operational point of contact for the client and is accountable for service delivery, supplier performance, issue resolution, process discipline, and the successful movement of talent through the program lifecycle.

This position requires a highly credible, client-facing leader who can operate effectively in a demanding, fast-moving environment, balance competing priorities, communicate clearly under pressure, and drive action across suppliers, internal MBO teams, client stakeholders, and other program partners.

The Program Office Lead must be equally comfortable managing executive-level client interactions and maintaining detailed operational control of the program.

  • Key Areas of Responsibility
  • Client Relationships – Own the day-to-day client experience and program credibility
  • Develop and maintain strong professional relationships with client stakeholders across procurement, program leadership, talent, and other functions involved in the program.
  • Serve as a primary point of contact for operational questions, escalations, service issues, and program decisions.
  • Communicate proactively and confidently with a highly engaged client, including when expectations, timelines, or requested outcomes require clarification or reset.
  • Translate client priorities into clear actions for MBO, suppliers, and other program participants, and ensure commitments are tracked through completion.
  • Identify risks, blockers, and emerging issues early; develop recommended solutions and escalate appropriately when resolution requires senior leadership involvement.
  • Set realistic expectations regarding program capabilities, timelines, dependencies, and costs.
  • Lead or support recurring client meetings, pipeline reviews, operational reviews, and issue-resolution discussions.
  • Focus on continuous improvement of service delivery and ensure client satisfaction goals are achieved.
  • Program Operations & Service Excellence – Accountable for disciplined execution
  • Own day-to-day program execution across candidate submission, screening, interview coordination, onboarding, staffing readiness, assignment activation, and related lifecycle activities.
  • Ensure candidates progress through required program controls and approval gates before advancing to the next stage.
  • Coordinate handoffs among suppliers, MBO Client Services, client stakeholders, interview teams, onboarding resources, and other internal or external partners.
  • Respond to and resolve operating problems quickly, including stalled candidates, incomplete requirements, scheduling constraints, system issues, and unclear ownership.
  • Ensure compliance with client procurement policies, program requirements, documented processes, contractual commitments, and service-level expectations.
  • Maintain strong process discipline across program systems, trackers, and workflow tools so that candidate and program status information is current and reliable.
  • Monitor data integrity and ensure operational records are complete, consistent, and usable for decision-making.
  • Forecast operational workload and resource needs based on program volume, pipeline activity, and client priorities.
  • Conduct client and internal training on program processes and operating requirements as needed.
  • Supplier Management – Drive accountability and performance across the supplier community
  • Actively manage relationships with participating staffing and talent suppliers; establish clear expectations for responsiveness, candidate quality, process compliance, and communication.
  • Monitor supplier performance against program expectations and applicable SLAs, including submission quality, screening completion, responsiveness, scheduling support, and onboarding follow-through.
  • Hold suppliers accountable for corrective actions when service or process expectations are not being met.
  • Provide suppliers with clear, timely feedback on candidate outcomes, process changes, documentation requirements, and client expectations.
  • Coordinate supplier escalations and resolve issues before they materially affect the client experience or candidate pipeline.
  • Identify recurring supplier performance issues and recommend changes to supplier strategy, participation, or operating procedures.
  • Conduct supplier training and support continuous improvement of supplier service delivery.
  • Partner with program leadership on supplier capacity, coverage, and capability needs.
  • Risk, Escalation & Issue Management – Protect the integrity of the program
  • Maintain visibility into candidate screening, diligence, integrity, onboarding, and other program control points; ensure unresolved issues are addressed before candidates advance.
  • Coordinate clarification and remediation activities when candidate or supplier reviews identify issues requiring additional information or client determination.
  • Use sound judgment to distinguish routine operating issues from risks requiring immediate escalation.
  • Document significant decisions, exceptions, unresolved dependencies, and ownership to ensure clear accountability.
  • Provide concise recommendations—not simply issue descriptions—when escalating risks or operational challenges to client or MBO leadership.
  • Reporting, Governance & Continuous Improvement
  • Own or oversee daily and recurring pipeline, onboarding, supplier, and operational reporting required by the client.
  • Use program data to identify stalled activity, capacity constraints, supplier issues, process breakdowns, and emerging trends.
  • Ensure reporting is accurate, timely, decision-oriented, and accompanied by clear commentary on material risks, blockers, and required actions.
  • Establish and maintain operating rhythms, action tracking, and follow-up mechanisms across the program.
  • Identify opportunities to simplify processes, clarify ownership, improve service levels, and reduce manual or duplicative work.
  • Support development and maintenance of SOPs, process flows, training materials, and other program documentation.
  • Required Experience & Capabilities
  • 7+ years of professional experience, including meaningful responsibility for complex client-facing operations, program management, MSP/VMS, staffing, or vendor management.
  • Demonstrated experience managing staffing or other third-party suppliers and holding external partners accountable for performance.
  • Strong executive presence and client-management skills, with the ability to communicate confidently with demanding or highly engaged stakeholders.
  • Proven ability to manage escalations, resolve ambiguous issues, and drive decisions across organizations without relying solely on formal authority.
  • Strong operational discipline and attention to detail; able to manage high-volume workflows while maintaining accurate data and follow-through.
  • Ability to interpret process requirements, identify risk, and make practical recommendations when exceptions or unclear situations arise.
  • Comfort working across multiple systems, trackers, stakeholders, suppliers, and concurrent priorities.
  • College degree or equivalent relevant work experience.
  • Human Resources, Customer Service, Procurement, Staffing, Sales Delivery, or contingent workforce experience preferred.
  • Success Profile
