Project Overview: Bechtel’s team will operate as an integrated partner in support of the AWE Intelligent Client, working alongside AWE’s internal teams to support AWE as it aims to set up a new programme management function, drive delivery and integrate diverse delivery streams.
Job Summary: In this position, you will lead a team to manage cost engineering, cost estimating, cost analysis/control, forecasting, and planning/scheduling activities for a project that requires technical skill and expertise. You will provide leadership, oversight, guidance, training, and mentoring to your team on key project procedures and risk management to ensure successful project execution and delivery. This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.
Major Responsibilities:
- Manages cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities for a project, or for discipline/project/proposal estimating or staff planning activities that requires a high degree of technical skill and experience.
- Develops the preparation and presentation of project/program estimates and cost forecasts.
- Supports project/program organizational and administrative activities.
- Provides generally non-routine cost engineering/planning and scheduling guidance.
- Identifies and provides innovative solutions to cost engineering and planning/scheduling problems.
- Reviews Earned Revenue Determination Data, Proposal Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations for assigned project/program.
- Reviews contract drafts for adequacy of cost and scope definition and Project Controls requirements.
- Coordinates development of all data in support of negotiations.
- Provides oversight, training, mentoring, and ensures capability of Project Risk Coordinator(s) and Project Risk Specialist(s) in conducting PERM activities towards the attainment of project objectives.
- Provides leadership in terms of integrating the risk management process with other key project procedures (e.g., Change Management, Forecasting, Cost, Trends, and Claims).
Education and Experience Requirements: Requires bachelor's or master's degree (or international equivalent) and quantitative years of relevant experience.
Required Knowledge and Skills:
- Extensive expertise and proven track record in overseeing cost engineering functions, including estimation, control, analysis, as well as planning and scheduling activities both on-site and in the home office.
- Demonstrated ability in management, supervision, and personnel administration, including providing performance evaluations to leadership and staff.
- Skilled in problem identification, analysis, resolution, and facilitating informed decision-making.
- Proficient in translating prime contract requirements into comprehensive Project Execution Plans and defining subcontract scopes.
- Experienced in establishing project controls systems and reporting protocols for prime contracts and subcontracts.
- Adept at developing project delivery strategies, packaging work, and scope delineation for major contract works.
- Competent in evaluating and presenting commercial impacts relating to cost and schedule considerations.
- Exceptional communication skills with a proven capacity to deliver project controls updates to management and clients.
- Possesses expert knowledge of engineering, procurement, contracting, construction, and commissioning processes, particularly those employed by Bechtel.
- Acquired industry and technical insights through specialized education and extensive hands-on experience, up-to-date on current developments within the field.
Ideally, British Nationals with UK SC Security Clearance however, other nationalities may be considered to meet basic security clearance requirements.
