Project Overview:
The project is the expansion of an existing process facility located on a nuclear site in Capenhurst, Cheshire (UK) to increase the deconversion of waste from the Uranium fuel enrichment process. The facility is being expanded in response to changing market dynamics and will provide a major component of the UK’s nuclear energy security strategy. It is an exciting time in the nuclear market as global demand for fuels is growing year‑on‑year as more countries adopt carbon‑free power generation.
The project scope includes the planning of Front‑End Engineering Design (FEED), design optioneering, production of a concept design and is transitioning into the delivery of FEED and construction of enabling works. There is the potential for a follow‑on EPCM contract to be awarded.
This position is designated as part‑time telework per our global telework policy and may require at least three days of in‑person attendance per week at the assigned office or project. Weekly in‑person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.
Job Summary:
In this role, you will lead a team to align quality culture and programs with business strategy to improve project performance. You will manage the Quality Management System certification and assessment and oversee the review and evaluation of project quality and execution plans. Your leadership will elevate organizational competencies and drive quality culture, standards, core programs, and processes.
This position is for a Project Quality Manager (PQM) who will manage and coordinate the Quality Management System (QMS) and all quality assurance activities required for effective implementation of the quality standards during delivery of the contracted services.
They will sustain a QMS that is aligned with ISO 9001:2015, including assessments, KPIs, reports, and procedures that meet client and legal requirements, and disseminate learning from experience across the project.
This position is subject to a successful interview and agreement upon terms and conditions of employment. Candidate must be able to obtain a BPSS/SC security clearance.
Major Responsibilities:
- The Project Quality Manager is accountable for the quality assurance strategy and delivery of quality activities.
- They identify, deliver and assure the successful quality targets for this project, ensuring the programme is delivered in compliance with the customer’s requirements and maintaining standards across the project.
- They manage and coordinate project audits and surveillance of plans and procedures to identify areas for improvement and ensure adherence to quality standards and requirements. The PQM leads causal analysis and corrective action to address quality issues and prevent recurrence.
- They provide training and support on best practices and continual improvement and promote a quality culture across the project.
- The role requires a keen eye for detail, strong analytical skills, and ability to work collaboratively with cross‑functional teams.
Education and Experience Requirements:
- Requires a bachelor’s degree (or international equivalent) and relevant years of relevant work experience.
Required Knowledge and Skills:
- Suitably Qualified Experienced Person (SQEP) with in‑depth understanding of design and delivery requirements across infrastructure programmes of significant size and complexity.
- Strong knowledge of quality assurance methodologies, tools and standards (e.g., ISO 9001, Six Sigma, Lean) and implementation of process improvement practices across large programmes and multidisciplinary teams.
- Strong leadership and influencing skills to manage and motivate teams in and outside the project to actively promote Bechtel Quality and Nuclear Safety Quality Cultures.
- Collaborative communication and interpersonal skills and ability to deal with a range of stakeholders across the organisation.
- Excellent presentation, training and reporting skills.
- Process driven with excellent attention to detail.
- Experience of auditing, assessments, reporting and management of subsequent corrective actions.
- The role is co‑located with the client and design consultant in Warrington, Cheshire, UK. There is a requirement to work a minimum of three days per week (Tuesday, Wednesday, Thursday) from the project office with the flexibility to work two days per week from home or a Bechtel office. Occasional travel to the project site location (Capenhurst) is also required.
- Candidates will have or must be able to obtain an SC security clearance.
