The project is the expansion of an existing process facility located on a nuclear site in Capenhurst, Cheshire (UK) to increase the deconversion of waste from the Uranium fuel enrichment process. The facility is being expanded in response to changing market dynamics and will provide a major component of the UK's nuclear energy security strategy. It is an exciting time in the nuclear market as the global demand for fuels is growing year‐on‐year as more countries adopt carbon free power generation. The project scope included the planning of Front‐End Engineering Design (FEED), design optioneering, production of a concept design and is transitioning into the delivery of FEED and construction of enabling works. There is the potential for a follow‐on EPCM contract to be awarded.

Job Summary: In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.

This position is designated as part‐time telework per our global telework policy and may require at least three days of in‐person attendance per week at the assigned office or project. Weekly in‐person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.

Major Responsibilities:

  • Subcontract Management
  • Implements the Supply Chain Assignment Schedule which records the Project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management.
  • Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters.
  • Manages moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
  • Subcontract Formation
    • Conforms and ensures subcontract execution.
    • Directs negotiation in the commitment of subcontracts.
    • Develops and issues subcontracts and services agreements as assigned.
    • Prepares bidders' lists and pre‐qualifies bidders.
    • Forms bid request packages and issues bid request packages to approved bidders.
    • Coordinates bidders' questions and answers to those questions.
    • Receives bids and evaluates bids commercially.
    • Prepares Commercial Bid Summary and recommendations.
    • Recommends and secures approvals in accordance with established procedures.
    • Prepares subcontract documents for execution.
    • Prepares and organizes assigned meetings, such as pre‐bid, bid clarification and pre‐award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters.
    • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.

    Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and relevant work experience.
