The project scope includes planning, design, integration and delivery of major airfield infrastructure, buildings, systems and associated periphery infrastructure.
Job Summary: The DCO Technical Engagement Coordinator (TEC) is responsible for coordinating engagement with technical stakeholders during the Heathrow West DCO pre‑application process. Reporting to the Senior Stakeholder Engagement Manager, and a member of the Engagement & Consultation team, the TEC’s primary responsibility is to work with the project’s engineering and environmental consultants to coordinate engagement with technical stakeholders who include environmental, planning and aviation regulators, Local Planning Authorities, utilities owners, highway and transportation authorities, heritage bodies and public health and emergency service providers. The position requires strong organization skills, including scheduling, issues tracking, meeting documentation and records retention to support a successful DCO submission.
Major Responsibilities:
- Technical Consultation: Create a schedule for technical stakeholder meetings in collaboration with the technical consultants and the Senior Stakeholder Engagement Manager. Organize meetings with technical stakeholders including issuing invites and coordinating logistical requirements for in‑person meetings. Provide regular progress updates, escalating to the Senior Stakeholder Engagement Manager if deadlines are going to be missed. Support meeting material preparation, attend meetings to document feedback, issues and action items. Coordinate responses to technical stakeholders. Track stakeholder feedback and issues, including through to issue resolution.
- Community/Public Consultation: Attend regular coordination meetings with the broader Engagement and Consultation team to provide updates on technical stakeholder consultations and confirm alignment on issues and messages. Assist with the coordination of technical requirements for consultation with Local Planning Authority elected officials, community groups, residents, businesses, NGOs and the public.
- Statutory Consultation: Provide documentation of technical stakeholder engagement for the development of the Statutory Consultation Plan. Support the delivery of the Statutory Consultation Plan and the associated notification requirements, consultation letters and materials.
- Consultation Reporting & Assurance: Provide weekly update of technical stakeholder engagement meeting schedule and technical stakeholder issues tracker. Document technical stakeholder engagement following project procedures. Submit information that is relevant for the Pre‑Application Issues Tracker, the Lands, Rights Negotiation Tracker and Statements of Common Ground. Ensure engagement responses demonstrate how feedback has informed project development. Maintain organized, auditable records of community engagement activities.
Education And Experience Requirements: Bachelor’s degree and 8+ years of relevant experience or 12+ years of relevant work experience. Demonstrated ability to manage external consultants and coordinate multidisciplinary technical inputs. Strong understanding of stakeholder mapping, engagement planning, and consultation data systems. Excellent written and verbal communication skills.
Required Knowledge And Skills: Experience on nationally significant infrastructure projects. Supporting statutory consultation under the Planning Act 2008 or comparable regulatory frameworks. Experience in preparing consultation materials and contributing to formal Consultation Reports. Strategic thinker with strong governance discipline. High emotional intelligence and sensitivity to stakeholder needs. Analytical and detail‑oriented, with a strong compliance mindset. Confident public speaker and senior advisor. Ability to balance technical accuracy with accessibility.
Other Requirements: UK‑based role, requiring regular travel to consultation venues across Greater London and surrounding areas. Availability to attend evening and weekend consultation events as needed.
