The DCO Consultation Project Manager supports the Senior DCO Engagement & Consultation Manager in the coordination and execution of statutory and non‑statutory consultation for the Heathrow West Development Consent Order (DCO) pre‑application process. This delivery‑focused role is responsible for executing the consultation program, managing third‑party consultation consultants, coordinating with multidisciplinary teams, and overseeing all consultation materials and outputs required to meet Planning Act consultation requirements. Operating in a high‑profile, highly scrutinised environment, the role ensures consultation activities are well‑planned, compliant, auditable, and effectively integrated with project design development and DCO submission requirements.
Consultation Program Delivery & Coordination
- Manage consultation delivery program, including key stages – non‑statutory consultation, statutory consultation, and targeted engagement.
- Coordinate closely with Engagement & Consultation team to ensure consistent messaging and integrated delivery.
Consultant Management & Delivery Oversight
- Manage third‑party consultation consultants responsible for delivering consultation activities (e.g., exhibitions, digital engagement, communications materials).
- Act as the primary interface between consultation delivery consultants and project teams.
Technical Integration & Content Coordination
- Coordinate with engineering, design, environmental, planning, and land teams to gather and validate inputs required for consultation materials and ensure technical accuracy.
- Facilitate participation of technical specialists in consultation events, briefings, and public‑facing activities.
- Ensure consultation content reflects current design development, assessments, and mitigation measures.
Consultation Materials & DCO Compliance
- Oversee the production, review, and approval process for all consultation materials.
- Maintain a record of how consultation materials evolve alongside the scheme.
Consultation Feedback, Tracking & Reporting
- Oversee creation and manage a system to capture, track, and categorise consultation feedback and how it influenced scheme development.
- Oversee analysis and documentation of consultation responses.
- Provide regular reporting on consultation progress, risks, and key issues to project leadership.
Education and Experience Requirements
- Bachelor’s degree in communications, planning, public policy, social sciences, or related field and 10+ years’ experience, or 14+ years of relevant experience.
- Demonstrated experience delivering statutory consultation under the Planning Act 2008 or similar consenting regimes.
- Proven experience managing complex consultation programs for major infrastructure or NSIP projects.
- Strong experience managing third‑party consultants and multidisciplinary technical inputs.
- Experience producing consultation materials and contributing to consultation reports and DCO submission documentation.
- Excellent written, verbal, and stakeholder communication skills.
