Location: Bolton

Join our team as Head of Neighbourhood Safety Services and make a real impact in our communities. We are looking for an experienced and forward-thinking individual to work alongside our part-time Head of Service. Together, you will lead specialist teams and help ensure our neighbourhoods are safe, resilient, and great places to live.

This is a senior leadership role with the opportunity to shape services across our organisation and with partners across Greater Manchester. You will lead services covering anti-social behaviour (ASB), estate enforcement, mediation, and tenancy fraud. You will focus on delivering high-quality, customer-focused, and legally compliant services that protect customers and strengthen communities.

Key Responsibilities:
  • Lead Neighbourhood Safety Services, including day-to-day delivery, service planning, and continuous improvement.
  • Provide both strategic (long-term) and operational (day-to-day) leadership across ASB, enforcement, mediation, and tenancy fraud services.
  • Develop and review policies and procedures so they reflect legislation, best practice, and new or emerging risks.
  • Be a visible and supportive leader for managers and specialist teams.
  • Support the management of complex and high-risk cases, including safeguarding, organised crime, and hate incidents.
  • Build and maintain strong partnerships with local authorities, police, community groups, and regional networks.
  • Oversee performance measures, KPIs, and quality standards to ensure services are effective and consistent.
  • Lead, develop, and support managers and teams to build a skilled, confident, and supported workforce.
  • Manage budgets and resources to deliver value for money.
  • Lead service improvements and changes to better meet customer needs and organisational priorities.
  • Ensure equality, diversity and inclusion, health and safety, and customer focus are part of everyday practice.
What you'll need to succeed:
  • Experience leading multiple teams within neighbourhood safety, housing, or a related field.
  • Strong knowledge of housing and neighbourhood safety legislation, or the ability to learn and apply this knowledge with support.
  • Ability to communicate clearly and build positive, productive working relationships.
  • Experience of delivering projects, service improvements, or organisational change.
  • A practical, solution-focused approach to problem solving and service delivery.
  • Strong organisational skills, with the ability to manage competing priorities and deadlines.
  • Confidence using digital systems, including Microsoft 365 and case management systems.
  • A full UK driving licence and willingness to complete a DBS check.
