The predicted salary is between 36000 - 60000 £ per year.
The postholder will drive implementation of Wirral’s strategy to reduce gambling-related harms in alignment with national and regional priorities, ensuring gambling harm reduction is embedded within wider health and wellbeing agendas such as mental health, addictions, licensing, and inequalities. They will develop and maintain an action plan with clear priorities, outcomes, and measures, using data and evidence to identify needs, monitor progress, and evaluate impact, building strong partnerships across local authorities, the NHS, VCSE organisations, and people with lived experience.
This Lead will:
- Drive forward the implementation of the local gambling harm reduction strategy and action plan, ensuring alignment with national priorities and regional public health goals.
- Develop a realistic data set to provide an improved identification of need and to review impact of the strategy and programme of interventions.
- Promote a whole-system approach, embedding gambling harm reduction into wider workstreams (e.g. mental health, addictions, licensing, inequalities).
- Facilitate the multi-agency gambling-harms steering group and encourage and foster collaboration.
- Provide strong, consistent leadership to promote engagement, innovation, and continuous improvement.
- Develop and maintain excellent working relationships across sectors (local authority, NHS, VCSE, lived experience).
- Promote awareness, share best practice, and disseminate relevant research and policy updates.
- Support the engagement of communities affected by gambling harm, with a focus on inclusion and equity; lead co-production with people who have lived experience of gambling harm.
- Attend relevant internal and external meetings and prepare for and attend supervision sessions/team meetings/staff meetings as appropriate.
- Ensure GDPR compliant training is completed on an annual basis.
- Demonstrate a commitment to the aims and policies of Citizens Advice.
- Abide by health and safety guidelines and take responsibility for own safety and that of colleagues.
- Recognise the importance of safeguarding procedures within the organisation ensuring that any concerns, disclosures or allegations of abuse are immediately and correctly reported.
- Carry out any other tasks which may be within the scope of the post; this may include attendance at occasional out of hours events in conjunction with the work of Citizens Advice Wirral and participation in fundraising activities; Manager in Charge duties for Citizens Advice Offices.
Qualifications and Experience:
- Holds level 2 qualifications (GCSE or equivalent) in English and maths.
- Ability to engage positively and confidently with people from a wide range of backgrounds and organisations so that they are comfortable and at ease.
- Ability to manage projects, coordinate action plans, and deliver outcomes to deadlines.
- Experience of working in a multi-agency or cross-sector setting (e.g. public health, NHS, VCFS).
- Experience of positively engaging partners, including working with vulnerable or marginalised groups.
- Experience of handling and protecting sensitive and confidential information.
- Strong understanding of public health principles and harm reduction approaches.
- Excellent partnership working, facilitation and stakeholder engagement skills.
- Excellent written, verbal and digital communication skills including use of IT applications such as Microsoft Office, Excel, Word.
- Flexible and adaptable with the ability to embrace change and find new and innovative ways of working, providing a solution-based approach.
- Understanding of and commitment to the aims and principles of the Citizens Advice service and commitment to equal opportunities.
Knowledge:
- Knowledge of gambling-related harms and national/regional/local strategies in this area.
- Familiarity with local authority structures and governance processes.
- Understanding of commissioning and funding processes in public health.
- Ability to deliver or support training and capacity-building across partners.
- Knowledge of the wider determinants of health and their links to gambling harm.
- Experience of working in the addictions, mental health or community wellbeing field.
- Experience of working on harm reduction, health promotion or behavioural risk interventions.
- Experience of leading or supporting co-production with people with lived experience.
- Experience contributing to strategy delivery and reporting to senior leaders or boards.
- Qualified in PRINCE2 or equivalent project management accreditation.
Interview dates: Thursday 26th and Friday 27th February 2026. This role is currently fixed term until 31st March 2027.
