The Role
To plan, co‑ordinate, monitor and inspect the streetwork activity of public utility companies, the Council and other contractors, in order to ensure that all road works are carried out within the boundaries of a strict legal framework. The role is part of the Streetworks Team, whose function it is to ensure that all streetwork related activities are planned, inspected, processed and carried out in accordance with regulations.
Main Responsibilities
- Provide technical support for the team, creating reports, maintaining records in the Geographical Information System (GIS) database, managing team internet and intranet pages, and ensuring they are updated appropriately.
- Set realistic licensing conditions for street works activity that minimise disruption to the travelling public.
- Identify departures from agreed conditions, challenge practices and raise appropriate penalties or additional permits or charges.
- Undertake regular site surveys, including checking sites, interpreting technical information, and preparing plans and drawings.
- Maintain records of work progress.
- Analyse and interpret complex information to prepare reports, plans and written material to deliver priorities.
- May act as a lead, allocating work and coaching others.
- Contribute to the success of the whole team and encourage new ideas.
- Share open and honest feedback constructively.
- Contribute to medium‑term planning projects to review working arrangements and ensure continuous improvement and business continuity.
- Carry out computer‑based designs using CAD or GIS for plan presentations and operate appropriate IT systems.
- Communicate effectively with a range of customers to create effective working relationships.
- Maintain key working relationships with internal customers, colleagues and external partners.
- Coordinate processes and systems in relation to workflow management and present information and recommendations focused and engagingly.
- Provide mentoring, coaching and on‑the‑job training to staff and assist in commissioning and supervising consultants.
- Handle, process and store confidential information relating to the service regularly.
- Manage or chair service projects and contribute to corporate projects, challenge existing practices, generate ideas and solutions, and recognise and balance risks with reward meeting agreed timescales.
- Remain up to date and compliant with all relevant legislation, procedures, policies and professional codes of conduct.

- Sound technical knowledge in the relevant discipline suitable to advise and support other team members.
- High resilience, attention to detail, emotional intelligence and calm under pressure.
- Risk‑based, objective‑led decision making to maintain service quality.
- Local knowledge of the BCP road network and geography.
- Ability to travel using public or other transport, or hold a valid UK driving licence with access to a car.
- Attend site meetings and work in the Civic Centre Offices once a week as part of a hybrid role, working remotely and from home.
