What You’ll Be Doing:
- Deliver commissioning projects as requested by the Head of Strategic Commissioning – Disabilities, ensuring milestones are met on time and within budget.
- Develop and implement commissioning plans aligned to strategic objectives, using robust needs analysis, data and market insight.
- Work with partners across the Integrated Care System (including the NHS), the voluntary and community sector and providers to develop services and joint approaches.
- Ensure commissioned services are person-centred and strengths-based, promoting independence, dignity, choice and control.
- Embed co-production so the voice of people who use services, carers and advocates is central to commissioning.
- Provide effective oversight of budgets, performance, quality and risk, ensuring compliance with relevant legislation and Council governance (procurement, contract, finance, legal and information governance).
- Recruit, lead and motivate staff to deliver a high-quality, flexible and responsive commissioning function.
- Represent the Council in multi-agency forums and working groups, sharing learning and promoting best practice.
What We’re Looking For:
- Degree-level education or significant relevant experience in adult social care commissioning, including expertise across specialist areas.
- Proven experience of service user, carer and stakeholder involvement/co-production in the commissioning and delivery of services.
- Demonstrable track record of initiating and leading change and delivering service improvement with positive outcomes for people who use services.
- Strong knowledge of relevant legislation, statutory duties and best practice in commissioning and contracting of adult services.
- Excellent communication and interpersonal skills, with the ability to influence, advocate and work effectively in partnership.
- Experience of leading, motivating and developing staff/teams.
- High levels of resilience, emotional intelligence, and the ability to manage competing priorities.
- Ability to work across complex specialist areas (e.g., mental health, autism, learning disabilities, housing-related support and transitions).
Contract details:
- Contract: 6-month fixed-term
- Hours: 37 hours a week
- Location: Hybrid working. Main office The Civic Centre Bournemouth.
- Salary: £52,413 pa
- Travel: You must be able to travel using public or other viable transport, or hold a valid UK driving licence with access to your own.
