The pay range for this role will be £38,220 – £46,142 (pro rata for part-time colleagues). We're looking forward to welcoming new colleagues under this refreshed framework of pay, terms, and conditions. We have an exciting opportunity in the Bournemouth, Christchurch and Poole (BCP) Council Children's Services for a full-time Performance Analyst to join our Education & Skills Performance & Intelligence Team. This is a permanent opportunity for an experienced analyst within the Education and Skills Performance Intelligence team with a particular focus on SEND.

Role Purpose

To lead on the provision of collating, storing and processing management information and data to support wider departmental business decision making and analysis. This role requires you to interpret complex data and information to produce high-quality performance analysis for key programmes and projects and you will also support the team with statutory returns, SEND inspection as well as the overall transformation journey.

Main Responsibilities

  • Lead and take responsibility for analysing complex Education & Skills performance information in line with corporate objectives and improvement plans.
  • Support with implementing the performance framework by updating and improving existing scorecards as well as identifying more efficient ways to share the data on a reliable and self-serve basis (Power BI).
  • Produce and present specialist performance analysis for all levels within Children's Services and partners, turning complex data into easy to digest performance information.
  • Contribute to the development of partner and multi‐agency data sets through the identification of correlations and trends.
  • Maintain policy and technical expertise and knowledge in relation to changes to national and regional policy, legislative change and technical advancements in order to change processes and provide advice to colleagues.
  • Work proactively and in collaboration with the business as well as system support to ensure maximum data accuracy in source data.
  • Support Performance & Intelligence Manager and Head of Service with data requirements.
  • Complete the production of statutory and regulatory information and performance data and analysis, including Ofsted inspections.
  • Extract, collate and summarise information and develop analytical reports and performance dashboards.

Knowledge / Skills / Experience Required

  • Appropriate IT/training qualification at degree level or equivalent.
  • Excellent knowledge of Microsoft Office including advanced Excel skills and the ability to draw analysis and reports.
  • Substantial knowledge of the processes and regulations relating to data protection.
  • Knowledge of project and change management principles, and techniques and how to apply them.
  • Experience of managing and analysing complex and sensitive data and producing and presenting clear summary information.
  • Experience of designing, implementing, and producing management information reports from data systems.
  • Ability to supervise the work of others, and plan ahead for projects, upgrades and developments, and responding to requests for support.
  • Ability to translate technical concepts and information into more accessible language for non-specialists, and to communicate persuasively to inform and generate acceptance in others concerning information and analysis.

  • Will be able to demonstrate curiosity, have an eye for detail, and be able to tell a story with information.
  • Will be able to analyse and present complex information swiftly and accurately.
  • Will be a highly motivated forward-thinking individual with a positive 'can do' attitude.
  • Will have excellent interpersonal and communication skills - both written and verbal.
  • Will be confident in writing informative analytical reports tailored to a wide and varied audience.
  • Be highly numerate with skills in analysis, interpretation of complex datasets and report writing.
  • Will have very strong IT skills including MS Office, Power BI, Fabric and SQL.
  • Be experienced in using Power BI to its full capacity.
  • Be a proactive self‐starter with the ability to use your own initiative as well as working as part of a team.
  • Will have a commitment to improving outcomes for children, young people and families.
  • Knowledge of Synergy and SCM will be an advantage.
