SES Energy Services LLC is expanding its workforce and is seeking a Fuels Project Manager to join our growing Fuels Construction and Services Business Line. The Fuels Project Manager leads firm fixed price Fuels projects involving DoD/Federal bulk fuel Petroleum, Oils, and Lubricants (POL) facilities and associated fuels infrastructure systems. This role entails cost/scheduling management, subcontractor management, communication with the Department of Defense (DoD) Contracting Officer and military installation client and fuel facility operations and maintenance team, site safety and occupational health management, and assurance of quality construction and compliance with design drawings and specifications.

Responsible for overseeing a variety of construction projects, including design-build and bid-build projects typically ranging from $2M to $15M, with the potential to manage up to $20M of projects simultaneously. This position will require traveling to various job sites.

Essential Duties and Responsibilities:

  • Procurement of subcontractors, coordination, organization, and supervision of construction activities to ensure on-time delivery, adherence to budget constraints, and upholding high-quality standards and safety regulations.
  • Analyze project RFPs and plans, collaborating with executives to define project objectives effectively.
  • Efficiently oversee labor, materials, equipment, and subcontractors within the allocated time and budget.
  • Foster strong relationships with vendors, subcontractors, field staff, and clients throughout the project lifecycle.
  • Manage the evaluation and acquisition of subcontracts, labor, materials, and equipment.
  • Supervise the project closely to promptly address out-of-scope work requests, unforeseen conditions, and time impacts.
  • Work closely with superintendents, stakeholders, and team members to develop and revise project schedules.
  • Develop and scrutinize project budgets and cost estimates meticulously.
  • Invoicing review and execution of subcontracts and purchase orders.
  • Manage project from proposal stage through closeout.
  • Handle any issues that arise resulting from unforeseen conditions.
  • Effectively manage and build teamwork within the project execution team.
  • Manage subcontractors through project completion.
  • Coordinate with Quality Control and Safety representatives.
  • Direct project activities to ensure conformance to project budget, plans, specs, and schedule.
  • Forecast project cash flow in relation to the project schedule.
  • Track the financial performance of projects.
  • Prepare project reports for management and clients.
  • Interface with client.
  • Able to maintain morale within the group and foster an environment of strong team spirit.
  • Manage overall project team activities.

Minimum Qualifications:

  • 10+ years of related experience or equivalent combination of experience and education.
  • 7 – 10 years of Federal Fuels Systems renovation and repair-type construction.
  • Management of Design-Build (DB) and Design-Bid-Build (DBB) projects.
  • Ability to help decipher and solve technical issues relating to construction.
  • The candidate must have general understanding and familiarity with the following documents: United Facilities Guide Specification (UFGS); UFC 3-460-01 Design: Petroleum Fuel Facilities; UFC 3-460-03 O AW78-24-27: DoD Aboveground Vertical Steel Fuel Tanks with Fixed Roof; API 653, API 570 and ASME B16.5; Request for Information (RFI); USACE EM 385-1-1 Construction Safety Handbook; OSHA 30 Construction Safety Standard.
  • Experience with Various Repairs to POL Facilities.
  • Experience with Military fuel hydrant systems.

Working Conditions:

  • Job is performed in a combination of office and outdoor site locations.
  • The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse.
  • Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife.
  • Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.

Compensation: $110,000 - $120,000 annually.
