The Commercial Procurement team is repositioning itself to become a strategic enabler for the BBC, partnering with divisions across the group. The Finance function has a clear vision to be a trusted partner providing world class financial insight that drives the BBC’s mission and Value for All strategy. This is underpinned by four priorities: (i) trusted business partnering; (ii) data driven insights and decision making; (iii) outstanding talent and capabilities and (iv) risk and control rigour.
The Commercial Procurement Manager will partner with stakeholders to influence the appropriate sourcing approach by:
- Driving third party commercial strategy whilst navigating risk;
- Operating independently, whilst leading junior staff across a pipeline of defined category projects;
- Ensuring BBC standards are met and public procurement regulations are followed;
- Owning governance processes to ensure approval routes are navigated efficiently and effectively, resulting in the best outcome for the BBC.
YOUR KEY RESPONSIBILITIES & IMPACT
- Developing and maintaining the key stakeholder relationships, ensuring effective communication and collaboration.
- Preparing strategic presentations and reports for category stakeholders, providing data-driven insights and spend management recommendations to drive buy-in and support on annual pipeline plans.
- Delivering procurement projects against plans within category from initiation to completion, ensuring they are delivered on time, within scope, and budget.
- Identifying and mitigating project risks, escalating issues as necessary to senior management.
- Maintaining good relationships with key suppliers, ensuring compliance with organisational policies and ethical standards and public procurement regulations.
- Analysing market trends and data to identify cost-saving opportunities and provide actionable decisions.
- Developing and implementing strategic category and sourcing plans that align with business goals.
- Establishing the process to navigate approval and governance processes, ensuring timely clearances and stakeholder support for category plans and execution.
- Coordinating with internal category stakeholders to gather requirements and ensure alignment with business objectives.
- Monitoring and reporting on procurement performance metrics to ensure continuous improvement for specific categories.
- Conducting performance reviews and providing continual feedback to junior staff to foster their professional development.
YOUR SKILLS AND EXPERIENCE
- Ability to manage business process outsourcing contracts and the associated contract management activities for financial services.
- Ability to negotiate commercial change and drive cost optimisation from financial service providers.
- Ability to manage a daily (BAU) relationship independently with one of BBC’s key strategic relationships.
- Have an in-depth understanding of procurement process in a public regulated environment.
- Hold relevant project management skills that enable the successful end-to-end delivery of procurement projects.
- Significant interpersonal skills and the ability to develop and maintain relationships at all levels of the organisation.
- Experience in managing a commercial relationship with suppliers, including managing volumetrics and validation of complex billing driven from multiple commercial arrangements and the ability to deliver spend management analysis when future forecasting incremental costs for the BBC.
- Ability to analyse data and apply to market context and trends to provide actionable commercial insights for the BBC.
- Have experience in procurement software and tools.
- Have a proven background of successfully delivering cost optimisation.
