BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Planning & Programming Support Specialist to join our team, providing on-site technical and engineering support for our Advisory and Assistance Services (A&AS) to the 100th Civil Engineer Squadron (100 CES) located at Royal Air Force Mildenhall (RAF), UK.

Job Duties & Responsibilities

  • Gather, validate, and analyze facility, site-condition, and historical data to define project requirements, document scoping surveys, and develop reliable facility programming information.
  • Prepare draft programming packages, including DD Form 1391 inputs, parametric cost estimates, economic analyses, and technical justifications for Government review.
  • Develop practical, cost-effective facility scopes and courses of action; coordinate requirements with Government PMs and technical disciplines; and account for applicable design, health, safety, environmental, and UK regulatory requirements.

Key Qualifications

  • Ability to obtain/maintain a NACI/CAC is required.
  • Certifications: Project management certification (e.g., PMP, PRINCE2, or UK equivalent) and/or a relevant environmental certification is not required, but highly desired.

Knowledge

  • Gather, validate, and analyze facility, site-condition, and historical data to define project requirements, document scoping surveys, and develop reliable facility programming information.
  • Prepare draft programming packages, including DD Form 1391 inputs, parametric cost estimates, economic analyses, and technical justifications for Government review.
  • Develop practical, cost-effective facility scopes and courses of action; coordinate requirements with Government PMs and technical disciplines; and account for applicable design, health, safety, environmental, and UK regulatory requirements.

Software

  • Proficiency using MS Office software including Excel, Word, and PowerPoint.

Self-Starter

  • Highly motivated, with the ability to manage multiple tasks and deadlines autonomously.

Experience & Education

  • Experience: A minimum of seven (7) years of professional-level experience in facility planning, requirements development, or technical cost modeling.
  • Education: A minimum of a Bachelor’s degree in a related field is desired but not required.

Physical Requirements

  • Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time.
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms.
  • Capable of lifting up to 10 lbs.
