Capital Asset Project Manager

b Overview /b p You will lead delivery of construction projects within a three-year capital programme to improve local provision for children and young people. The role sits within the public-sector estates context, coordinating multidisciplinary teams to take schemes from feasibility through handover. You’ll manage risk, compliance and budgets to ensure safe, affordable schemes for users. This is a delivery-focused role with a clear impact on local education and residential provision, offering the chance to shape public-sector capital delivery and governance. /p b Responsibilities /b ul li Lead multiple construction, refurbishment and property adaptation projects /li li Develop clear project scopes, delivery plans, budgets and programmes /li li Coordinate feasibility studies, surveys, designs, planning applications and approvals /li li Manage contractors, consultants, architects and other advisers /li li Lead procurement activity and support appointment of delivery partners /li li Ensure compliance with construction health and safety requirements (CDM 2015) /li li Monitor contractor performance, site safety, quality, cost, risks and milestones /li li Identify delays, cost pressures and compliance issues and take corrective action /li li Maintain project documentation, risk registers, forecasts and progress reports /li li Report to senior managers and governance meetings /li li Collaborate with property, legal, procurement, finance, planning, education and children’s services colleagues /li li Coordinate completion, commissioning, snagging, handover and operational readiness /li li Help establish consistent capital delivery standards across the programme /li /ul b Key requirements /b ul li Experience in construction project management and capital programme delivery /li li Strong health and safety compliance knowledge (CDM Regulations 2015) /li li Contractor and stakeholder management experience /li li Ability to manage capital budgets, programme control and risk management /li li Experience in public-sector or local government environments (public procurement and governance) /li li Ability to work with cross-functional teams (property, legal, procurement, finance, planning, education, children’s services) /li li Knowledge of feasibility, design, procurement, construction, commissioning and handover processes /li /ul ul li stakeholder management /li li clear communication /li li problem solving /li li construction project management /li li health and safety compliance (CDM 2015) /li li contractor management /li /ul
