Overview

In this role you provide strategic financial leadership across Place services, partnering with senior leaders to shape investment decisions and long-term financial sustainability. You’ll lead planning, budgeting, forecasting and reporting, while offering challenge and clear financial advice to budget holders. You will support capital programmes, transformation projects and option appraisals, driving value for money and continuous improvement. This is an opportunity to influence major public-sector programs within a collaborative, mission-driven council.

Responsibilities

  • Lead financial planning, budgeting, forecasting and financial reporting activities
  • Provide strategic financial advice and constructive challenge to senior leaders and budget holders
  • Support the Medium-Term Financial Strategy and annual budget processes
  • Develop financial models, business cases, investment appraisals and option assessments
  • Support major capital programmes, regeneration schemes and transformation projects
  • Identify and manage financial risks and opportunities
  • Ensure strong financial governance, internal control and compliance
  • Drive value for money, efficiency and continuous improvement across services
  • Support service reviews, savings programmes and investment decisions through robust financial analysis
  • Collaborate with finance, procurement, regeneration, property, environment and operational services

Key requirements

  • CCAB-qualified accountant
  • Proven track record in financial management within a large and complex organisation
  • Skilled in financial planning, forecasting, business partnering and performance reporting
  • Ability to analyse and translate complex financial information for non-finance audiences
  • Confidence in challenging assumptions and influencing senior-level decisions
  • Experience in developing business cases, financial models and option appraisals
  • Proactive problem solver with excellent organisational skills
  • Commitment to public service, continuous improvement and value for money
