Overview

In this role you support the HRA New Build and Acquisition programme within Barnsley Council’s Estates team, focusing on increasing affordable housing stock through new builds and acquisitions.

You’ll work with development partners, conduct inspections and valuations, and help shape site terms and development appraisals.

You’ll provide strategic advice on land and property, ensuring compliance and contributing to the council’s asset management and financial plans.

Responsibilities

  • Conduct inspections and valuations for residential properties
  • Negotiate sale terms and agreements for individual and bulk properties
  • Provide strategic residential property advice and undertake site due diligence
  • Prepare terms for site sale/development and complete/review residual development appraisals
  • Assess land value, marketing implications and negotiate terms through to sale/completion
  • Collaborate with development partners to de-risk sites and understand the residential market
  • Support management of the Council’s land and property portfolio and ensure statutory compliance
  • Contribute to the Asset Management Plan and the Medium-Term Financial Plan targets
  • Key requirements
  • Significant experience in the residential sector
  • Strong technical and communication skills
  • Ability to provide structured professional advice for New Build and Acquisitions programmes
  • Experience working with development partners to de-risk sites
  • Understanding of the residential market and land/value assessment
  • Ability to manage and review development appraisals and terms
  • Compliance with statutory obligations and portfolio management
