Job Purpose

The Apprentice Chartered Quantity Surveyor role provides a structured and supported pathway into a professional building cost and commercial management career within Barnsley Metropolitan Borough Council.

Key Duties And Responsibilities

  • Undertake an approved Quantity Surveying Degree Apprenticeship, including off‑the‑job training, workplace learning, portfolio development and formal assessments.
  • Work towards the professional standards, ethics and behaviours expected of a Chartered Quantity Surveyor.
  • Maintain accurate learning logs and records of professional development.
  • Actively engage with mentoring, supervision, reviews and performance feedback.
  • Demonstrate a commitment to continuous professional development and lifelong learning.

Pre‑Contract Quantity Surveying Support

  • Preparing feasibility estimates and outline project budgets.
  • Measurement and preparation of Bills of Quantities, schedules and cost plans using digital systems.
  • Supporting the preparation of tender documentation, pricing documents and procurement packs.
  • Assisting with contractor tender analysis and preparation of tender evaluation reports.
  • Supporting compliant procurement in line with Council procedures and financial regulations.

Post‑Contract Cost Management Support

  • Interim valuations, payment certification and financial monitoring.
  • Tracking project expenditure and assisting with cost reporting.
  • Supporting the management of variations and change control.
  • Assisting with final accounts and project close‑out activities.
  • Supporting audit, financial governance and record‑keeping requirements.

Project, Team And Corporate Responsibilities

  • Work collaboratively with Quantity Surveyors, Project Managers, Designers, external consultants and contractors.
  • Attend project meetings, site visits and inspections where required.
  • Provide technical and administrative support to the wider Commercial / Construction Design team.
  • Maintain accurate digital and paper records in accordance with Council policies.
  • Work in accordance with Health & Safety, procurement, financial and information governance procedures.
  • Promote equality, professionalism and excellent customer service.

Essential Knowledge, Skills and Abilities

  • Strong interest in construction, cost management and the built environment.
  • Good numerical, analytical and problem‑solving skills.
  • Ability to communicate clearly and professionally, both verbally and in writing.
  • Ability to work effectively as part of a multidisciplinary professional team.
  • Willingness to learn, adapt and develop new technical skills.
  • Commitment to completing a Degree Apprenticeship and professional development route.

Desirable

  • Previous work experience, study or interest in construction, engineering, surveying or property.
  • Awareness of construction procurement routes and contracting arrangements.
  • Basic understanding of cost control, budgets or commercial principles.
  • Motivation to progress towards Chartered Quantity Surveyor (MRICS) status.

Qualifications

112 UCAS points from A levels, AS levels or BTEC National qualifications.

Study undertaken at Sheffield Hallam University.
