Barnet is building its Digital, Data and Technology (DDaT) capacity and capabilities. An enablement service that unites multidisciplinary expertise to drive digital transformation, data-informed decision-making and technology innovation. The service will manage the end-to-end lifecycle of digital products, data infrastructure and solutions, delivering measurable value for residents, colleagues and partners. What The Service Will Help Deliver
- Resident-Focused Products and Services – Design, build and deploy user-centred DDaT products across the organisation to deliver high quality responses and outcomes for the people of Barnet.
- Content Management – Own and evolve user-centred content (e.g., our knowledge bases and content platforms such as SharePoint and Drupal) aligned to emerging AI strategies; deliver accessible, accurate and inclusive content that meets accessibility requirements and human-in-the-loop AI responsibility.
- Data & Insight Excellence – Build and optimise scalable data infrastructure on Azure (e.g., Fabric, Synapse, Data Factory); deliver quality analysis, data science, machine learning and GIS insights across the council. Turn complex datasets into actionable insights for policy and operations.
- Cyber Security & Compliance – Protect information assets and ensure compliance with public sector standards. Embedding Zero Trust principles and leveraging Microsoft Defender and Entra ID for identity, endpoint and cloud security.
- Strategic Programme & Project Delivery – Oversee the digital, data and technology pipeline; plan, execute and close complex programmes including technical transitions, platform modernisation and IoT initiatives (e.g., Azure IoT Hub, Digital Twins). Work in Agile with pragmatic governance (e.g., Scrum/Kanban, PRINCE2).
- Business & Technology Integration – Bridge business needs and technology, remove delivery obstacles and ensure every initiative creates tangible value. Partner with service owners, product managers and engineers to iterate quickly and safely.
- Technology Architecture & Solution Development – Provide strategic architecture leadership; design and maintain solutions across Microsoft 365, Power Platform, Azure AI and RPA to boost productivity.
- Capability Building & Training – Design and deliver learning that builds DDaT confidence and skills across the council: data academies, coding clinics, communities of practice, and pathways for Microsoft certifications.
