Are you looking for a new challenge and next step in your Public Health Intelligence career? This is an exciting opportunity to lead and develop the Public Health Intelligence function within the Barking & Dagenham Public Health Place Partnership as our Senior Public Health Intelligence Specialist. This post has a crucial role in enabling public health to better support the Barking and Dagenham Place partnership to ensure that decision making is routinely informed by evidence and intelligence that is tailored to the local context.

This role will bring with it the responsibility and opportunity to shape the Public Health Intelligence function in collaboration with a Public Health Consultant, Director of Public Health and other key partners, to meet the needs of the Council, the Barking & Dagenham Place Based Partnership and other community organisations. Barking and Dagenham has recently been part of the National Neighbourhood Health Implementation Pilot and is progressing work on embedding population health management approaches into the new neighbourhood health structures.

Main duties of the job:

  • The role will focus on supporting and shaping the intelligence architecture that guides this process.
  • The post holder will be a senior member of the public health team and contribute to leadership of the team.
  • This role will also include opportunities to work collaboratively across the North East London Integrated Care Board.

Job responsibilities:

  • This role will be responsible for the collation and analysis of public health data to support health improvement and the reduction of health inequalities for Barking and Dagenham residents.
  • The post holder is required to have in-depth knowledge and skills in accessing and utilising a wide variety of national and local data sources.
  • Be experienced in undertaking data analysis- utilising databases, spreadsheets and a variety of common analytical tools (e.g. Excel).
  • Be comfortable in prioritising and reprioritising work, including flexibility to support colleagues with ad hoc requests.
  • Have proven experience in translating data and intelligence into different forms for a wide variety of audiences, including knowledge of key approaches (e.g., PowerBI, Tableau).
  • Have good writing skills for different purposes and audiences.
  • Have knowledge of the use of mapping to provide pictures of public health.
  • Be confident in working with a variety of partners to provide advice, guidance and support on health intelligence.

As part of this, the postholder would be expected to:

  • Lead on the analysis and interpretation of complex information from multiple sources e.g., trends in disease incidence, prevalence, mortality and survival, particularly with regard to socio-economic deprivation; identifying and applying methods for analysing health inequalities data (using literature and/or national policy documents).
  • Develop and apply advanced public health knowledge, competencies and skills including epidemiology and needs assessment, statistics, critical appraisal of evidence, prioritisation, theories of change, health promotion and evaluation.
  • Translate complex health and epidemiological data and analysis into clear and intelligible forms for a breadth of audiences, including the Health and Wellbeing Board, other council departments, Place-based Partnership and partners.
  • Work closely with the Council Insights and Innovations team, NEL Business Insights team and other key stakeholders on data and information sharing arrangements, and joint approaches to analysis and interpretation of data from disciplines other than health such as criminal justice system, housing and education.
  • Scope a range of analytical solutions to enable description of complex population health problems; how to effectively address and monitor performance against desired outcomes and advising on appropriate indicators.
  • Use appropriate specialist statistical and epidemiological techniques and offer innovative solutions where no precedent exists.

Person Specification:

Qualifications: A Masters degree level qualification or equivalent experience in public health or equivalent in epidemiology, medical statistics or similar is essential for this role. In addition, you will have excellent communications skills, both oral and written (including ability to present / explain complex information to non-specialist audiences and individuals where persuasion might be required; and writing and contributing to reports, strategies and programme plans).
