Barker Ross is recruiting for an experienced Framework Manager to join a leading organisation operating within the built environment and public sector procurement sector. This is an excellent opportunity for a motivated professional with experience in construction, civil engineering, or infrastructure delivery to take ownership of framework management activities across Scotland. The role will focus on supporting public sector clients, managing delivery partner performance, ensuring compliance with framework agreements, and driving value for money throughout project delivery.

Working as part of a collaborative team, you will play a key role in maintaining strong relationships with clients and delivery partners while supporting the successful delivery of construction and infrastructure projects that create positive outcomes for local communities. This is a predominantly field-based role covering Scotland, with most activity focused within the Central Belt. The successful candidate will be comfortable working independently, travelling regularly, and managing a diverse range of stakeholder relationships.

Key Responsibilities
  • Act as a primary point of contact for clients and framework delivery partners.
  • Provide guidance and support on the effective use and application of framework agreements.
  • Ensure compliance with framework requirements, processes, and contractual obligations.
  • Monitor delivery partner performance against agreed standards and key performance indicators.
  • Analyse project data, performance reports, and stakeholder feedback to identify opportunities for improvement.
  • Work closely with delivery partners to drive continuous improvement and consistency of service.
  • Attend client and partner meetings to support successful project delivery and address any performance concerns.
  • Review and assess value for money delivered through framework projects and services.
  • Support the development and management of project pipelines and future opportunities.
  • Promote best practice, quality standards, sustainability initiatives, and social value outcomes across all framework activities.
Requirements
  • Experience working within the construction, civil engineering, infrastructure, or wider built environment sector.
  • Experience delivering or supporting services within construction or civil engineering environments.
  • Strong relationship-building and stakeholder management skills.
  • The ability to influence decision-makers across both public and private sector organisations.
  • Knowledge of NEC Engineering and Construction Contracts and their practical application.
  • Experience monitoring performance, compliance, and contractual obligations.
  • A good understanding of value-for-money principles and quality management.
  • Awareness of sustainability objectives and environmental best practices.
  • Ideally, an understanding of public sector construction projects, infrastructure programmes, procurement frameworks, and community benefit requirements.
