Our Economics and Regulation practice is looking for an experienced Consultant or Senior Consultant to join the team. We are looking for Consultants and Senior Consultants to join one of the UK’s largest specialist regulatory economics teams. We advise energy, water and other regulated-industry clients, as well as governments, regulators and investors, on complex regulatory, policy and investment decisions. Our work includes price controls, regulatory strategy and submissions, utility business planning, market and incentive design, decarbonisation programmes, investment cases, and wider economic analysis. You will gain exposure to major infrastructure and energy-transition challenges across multiple sectors, working alongside collaborative specialists to turn robust analysis into practical, high-impact recommendations.

What you will be doing

  • Delivering regulatory economics and policy projects for clients across energy, water and other regulated and infrastructure sectors.
  • Helping energy and water regulators and Government Departments develop and implement policy and regulation.
  • Analysing regulatory frameworks, policy proposals, incentives, and complex datasets to draw clear conclusions and make practical recommendations.
  • Building, owning and maintaining robust models to support regulatory and investment decisions.
  • Producing clear, regulator-ready reports, consultation responses and regulatory submissions, as well as concise presentations for executive audiences.
  • Managing defined workstreams, coordinating inputs, maintaining quality and supporting delivery to agreed timescales.
  • Building trusted relationships with clients and senior stakeholders, contributing ideas and constructive challenges throughout engagements.
  • You will work collaboratively across disciplines and sectors, bringing curiosity, commercial awareness and fresh thinking to complex client problems.
  • At Senior Consultant level, you will take greater ownership of workstream delivery, lead client discussions, shape outputs and support the development of junior colleagues.

Your skills and experience

  • You have experience or a strong grounding in regulation, regulatory economics, public policy or regulated industries, and a clear interest in applying this expertise to client challenges.
  • You understand how utility-sector regulation, policy, incentives or economic frameworks influence business and investment decisions.
  • You have strong quantitative and Excel skills, with experience analysing complex information and taking ownership of analytical models.
  • You have excellent written communication skills and can produce structured, evidence-based long-form reports, submissions or consultation responses.
  • You can create concise, compelling presentations and communicate recommendations clearly to senior, technical, and non-technical audiences.
  • You show intellectual curiosity, sound problem-solving skills, initiative and ownership, alongside a collaborative and adaptable working style.
  • Experience in one or more of the following would be beneficial: utility price controls; regulatory business planning; financial modelling; cost-benefit analysis or investment appraisal; energy transition or decarbonisation; government or regulator roles; electricity, gas or water networks; or commercial consulting.
