HSE Advisor – The Role

As HSE Advisor, you will support a number of projects to meet the requirements of the Health, Safety & Environmental Management systems. You will assist the site teams and managers through your inspections by recognising hazards and seeking to minimise risks whilst creating, maintaining, and improving health, safety & environmental standards. You will champion HSE initiatives in the workplace whilst ensuring that legislation is adhered to.

Key Responsibilities

  • Support the provision of Health & well‑being within the business, under the direction of the HSE Manager.
  • Support the communication and promotion of the monthly themes.
  • Promote the value of occupational health at a local level.
  • Provide consistent and accurate HSE advice to employees.
  • Deliver support to regions on HSE initiatives/Issues and Problems.
  • Contribute to general communications at a local level.
  • Compile and communicate HSE alerts following incidents to promote learning, prevention and continual improvement under the direction and review of the HSE Manager.
  • Undertaking timely investigations in accordance with timeframes set‑out in CG151-01 Guidance on Incident Investigation & Reporting.
  • Keep HSE Manager, Head of HSE and local management informed on incident investigation status.
  • Identify Immediate, Underlying and Root causes within relevant investigation reports.
  • Produce HSE alerts where appropriate in consultation with the HSE Manager.
  • Monitoring, verifying & supporting the reporting HSE statistics for regions monthly as directed by HSE Manager.
  • Log all significant PI’s, Minor Injuries, RIDDORS and SIF and PSIF incidents onto Envoy, completing the investigation (for significant PI’s, RIDDORS, LTi’s, SIF & PSIF and Service Strikes with the potential to cause harm).
  • Support the production of a monthly HSE report for HSE Manager and Regional Lead, incorporating locally agreed information and content.
  • Ensure internal and external HSE alerts are cascaded within regions where appropriate.
  • Support monitoring of regional HSE trends, highlighting areas for improvement and supporting Heads of HSE, HSE Managers and Regional Leads on improvement deliverables.
  • Support the production and cascade of monthly PI posters with ‘closing the loop’ information.
  • Provide monthly HSE statistics as directed by the HSE Manager and Client.
  • Feedback updates for HSE matters detailing Incidents, Front Foot activities, and High‑Risk sites from the Region to the HSE Manager in readiness for the weekly HSE Teams calls.
  • Log Cardinal Rule non‑conformances emanating from Detailed Inspections onto Envoy, linking responsibility for closure.
  • Include outstanding closures in a monthly report to the HSE Manager.
  • Coordinate data and actions from contact with Enforcement Agencies, ensuring that all contacts are logged on the CF152-50 Enforcement Authorities Form, and outstanding actions are closed in consultation with the HSE Manager.
  • Provide support and advice in accordance with HSE Advisor responsibilities set out in CPR636 Process for Managing Facilities Management Pack.
  • Complete HSE Detailed Inspections and HSE Advisory Notes per month (as agreed with HSE Manager).
  • Support regions in delivering local HSE improvement outputs and HSE strategic outputs as directed by the Regional Head of HSE and HSE Manager.
  • Review weekly Positive Intervention Reporting from regions and determine root causes & Front Foot actions.
  • Support Line Managers with ‘Back to Work’ risk assessments where people are fit with restrictions.
  • Support Expectant Mother risk assessments within regions.
  • Provide support for New Staff on HSE Management System Onboarding within 1st month of employment.
  • Provide Internal Auditor directions and support on regional audits to maintain the internal audit schedule.

About you – Essential

  • NEBOSH general certificate or equivalent as a minimum, but ideally IOSH CEnv or equivalent as a minimum, but ideally associated with ISEP.
  • Client‑facing Analytical skills to interpret detailed information and regulations.
  • People skills – ability to liaise with staff/operatives of all levels within Barhale.
  • Excellent use of the MS Office suite of packages.
  • Effective communicator with strong presentation and report‑writing skills.
  • CSCS Safety Professional card.
  • Able to work as a member of a team, but capable of working alone to tight deadlines as appropriate.

About you – Desirable

  • Extensive HSE experience within a civil engineering environment, with experience in the rail sector.
  • Level 3 AET or PTTLS.
  • Incident investigation course – Kelvin TOPSET or equivalent – 1 day training course.
