Base Pay Range: ÂŁ46,320 - ÂŁ52,110 (Leeds)

Responsibilities:

  • Develop procurement strategies and identify routes to market.
  • Support business areas in developing specifications.
  • Produce tender documents, award criteria, commercial models and select appropriate contract terms.
  • Manage subject matter experts/stakeholders/commercial analyst through the full procurement process, including evaluating, training and conflict management.
  • Administer the tender period, manage clarifications, coordinate bidder briefings and meetings.
  • Run the evaluation process, lead or support scoring moderation meetings and undertake commercial evaluations.
  • Draft and finalise contracts ensuring relevant risks and policies are addressed.
  • Manage transition from sourcing to contract management with the contract owner/manager.
  • Create, review, amend, manage approval, and publish notices for tendering opportunities and contract awards.
  • Advise the Commercial Business Partner on the strategic direction of the category.
  • Generate and analyse essential spend data, market insights, supplier reports and contract performance metrics.
  • Provide governance support to ensure compliance with Commercial Oversight Group and other management boards.
  • Support the Commercial Business Partner in embedding effective risk management and commercial competencies.
  • Drive sustainability in the category.
  • Work with the Supplier Management team to ensure best practice in line with the Bank's framework.
  • Provide support to the wider sourcing team to meet peaks in tendering activity.

Role Requirements:

  • Proven track record of managing a complex pipeline of work, delivering innovative commercial solutions through strategic sourcing techniques and use of systems and contracts.
  • Experience of the end‑to‑end sourcing process for high value and/or high complexity contracts.
  • Experience of working in procurement in the public sector.
  • Experience of the Public Contract regulations PCR2015 and knowledge of the Procurement Act 2023.
  • Strong stakeholder management skills and assertiveness, with ability to challenge.
  • Strong communication skills, ability to build rapport and constructive relationships.
  • Knowledge and experience of a range of routes‑to‑market and contract models.
  • Excellent organisational, planning and time‑management skills.
  • Ability to work on multiple projects simultaneously.
  • Self‑motivation; ability to work both on own initiative and as part of a team.
  • Attention to detail when drafting and reviewing documents.
  • Capability to translate data into meaningful insights for appropriate audiences and present outcomes.
  • MCIPS qualification (or working towards).
  • Experience of e‑procurement systems (e.g., Proactis, Oracle).
  • Experience of Corporate/Technology procurements and knowledge of industry standard contract forms.
  • Supplier and/or contract management expertise (post‑contract award).

Location: Leeds

Salary and Benefits:

  • Non‑contributory, career average pension giving a guaranteed retirement benefit of 1/95th of annual salary for each year worked, with options to adjust.
  • Discretionary performance award based on a current award pool.
  • 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
  • 26 days annual leave, with option to buy up to 12 additional days through flexible benefits.
  • Private medical insurance and income protection.

National Security Vetting Process: Employment in this role will be subject to the National Security Vetting clearance process (typically 6–12 weeks) and additional Bank security checks. Further information will be provided to the successful applicant.
